of Amendment No. 6 to Committee Recom-
mendations LB-1, LB-2, LB-3 as amended
by S&D-1G. A vote Aye is a vote in favor
of Amendment No. 6. A vote No is a vote
against.

There being 100 votes in the affirmative
and none in the negative, the motion is
carried, the amendment is adopted.

DELEGATE CLAGETT: With respect to
section 3.23, a point of information.
In reading the language as presented to
us by Style, beginning at line 39 —
THE PRESIDENT: Delegate Clagett,
may the Chair interrupt you?
DELEGATE CLAGETT: Yes, sir.
THE PRESIDENT.: There are a number
of questions which will be presented with
respect to section 3.23. The Chair is ad-
vised of amendments which will be offered
which will provoke considerable debate. If
we consider section 3.23 today we will be
here certainly through tonight and then
either tomorrow or Monday.
The Chair proposes to suggest that sec-
tion 3.23 be separated from the article and
be made a matter of special business for
next Tuesday. In connection therewith and
because some of the delegates feel that at
least one of the questions with respect to
section 3.23 has a direct bearing on Item
7 (b) in the agenda, which is Committee
Recommendation GP-0 dealing with educa-
tion, the Chair would be disposed to rec-
ommend also that that item go over until
Tuesday so that it would follow considera-
tion of section 3.23.

With that understanding, maybe we could
have you save your comment with respect
to that section until Tuesday.
DELEGATE CLAGETT: Yes, Mr. Presi-
dent. I want to be sure, however, that I
reserve the point which is that I believe
that the Committee on Style has given us a
different article than that which was origi-
nally that of the committee.
THE PRESIDENT: This is part of the
problem involved in the section, and I
think the entire section should go over for
further consideration.
Delegate Boileau.
DELEGATE BOILEAU: I expect I rise
on a point of electronic problems. I believe
my switch has shorted out, and if you will
check the last vote I think you will find I
voted both yes and no.
THE PRESIDENT: The Clerk tells me,
Delegate Boileau, that you are only partly
correct. The short circuit was in the light
but not in the recording mechanism. You
are recorded as voting Aye even though
you had both the green and red light
showing.
DELEGATE BOILEAU: After the next
vote may I also check again to see if my
switch is working?
THE PRESIDENT: You may announce
your vote orally, yes.
Are there any other amendments as to
style with respect to section 3.23?

DELEGATE GRANT: Mr. President, I
have one —
THE PRESIDENT: I am sorry, I did not
mean 3.23, I mean the Committee Recom-
mendation LB-1 and LB-2.
DELEGATE GRANT: I had one amend-
ment with respect to section 3.23 that is
merely a style amendment that inserts
numbers before the seven different subsec-
tions.
THE PRESIDENT: I would like to hold
over everything in connection with 3.23
until Tuesday.

DELEGATE GALLAGHER: I would like
to call for Amendment W which amends
section 3.22 to go back to the original com-
mittee language.
THE PRESIDENT: Well, you do not
have to have an amendment to do that.
