our unloved neighbor in his need, to walk
on by faith beyond our moment of despair,
to try again when we have failed; to build
together a living temple of spirit where
love will prevail, where forgiveness will
take away all marks of natural discord, and
where the will to serve is greater than the
desire to be served.

These things we pray in our thirsty
neediness.

THE PRESIDENT: Roll call.

THE PRESIDENT: Has every delegate
answered roll call?

The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session.

Are there any reports of standing com-
mittees, Mr. Clerk?

READING CLERK: There are no re-
ports.

THE PRESIDENT: Arc there any mo-
tions or resolutions?

Delegate Della.

DELEGATE DELLA: Mr. President, I
rise on a point of personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE DELLA: Mr. President, it
certainly is enlightening to have a co-
delegate as a minister to this Convention
to lead us in invocations on those occasions
when we cannot get another preacher.

It has been very enlightening I think to
the remaining delegates and certainly an
asset, an extremely important asset, to lead
us into a day when sometimes the burdens
are very heavy. And for that purpose, Mr.
President, I want to thank Delegate Price
for the invocation he gave today.

(Applause.)

THE PRESIDENT: Thank you very
much.

Are there any motions or resolutions ?

If not, the Chair recognizes, as he should
have before, Delegate Powers, Chairman of
the Committee on Calendar and Agenda.

DELEGATE POWERS: Mr. President, I
move that today's calendar be amended so
as to provide for resuming consideration of
the Committee of Style, Drafting and Ar-

rangement Report No. 13, dealing with
Committee Recommendations EB-1 and
EB-2, to come as an item before Item 7(a).
And, as amended, I move the adoption of
today's calendar.

THE PRESIDENT: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: All in favor, signify
by saying Aye; contrary, No.

T.he Ayes have it, and the calendar is
amended, and as amended, it is adopted.

The first item for consideration is the
continuation of the consideration of Report
S&D 13 with respect to Committee Rec-
ommendation EB-1 and EB-2.

But before doing that, let me announce,
so that all of you may, to the extent possi-
ble make plans, what it is contemplated
that we will do today.

I hope we will have shortly concluded
consideration of Committee Recommenda-
tion EB-1 and 2. A number of you have
indicated plans for this evening of long
standing and every effort will be made to
accommodate you so that the plans can be
carried out. And for ithat reason, our goal
is to conclude the session today by 5:00 P.M.
and earlier, if possible.

It is, however, absolutely imperative that
we conclude the items on the agenda. With
this in mind, at the appropriate time, I will
recognize Delegate Powers for ,the purpose
of moving that consideration of the section
involved in the question of single member
districts be made the special order of busi-
ness for next Tuesday. This will give us
time when we will have perhaps more in
attendance. We have a number of absences
due to illness today, but more particularly
it will take out of today's agenda a sub-
ject that perhaps will be debated at more
length.

I think, so far as I am aware, at least,
that while there is a good deal of work to
be done, there are no major problems that
we would have prolonged debate about. If
we can each stay in the chamber and keep
moving briskly and keep speeches and
questions terse, then we can conclude not
later than five, and hopefully before then.

At the time of adjournment last evening
we had under consideration Amendment
No. 11 to Committee Recommendation EB-1
and EB-2 as amended by Report S&D-13.
It had been moved, seconded, and read
across the desk.
