2944 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 29]

The Convention will please come to
order. There has been passed up to the
Chair a motion under Rule 54-B to re-
consider Amendment No. 2 to the amended
report S&D-9. That is not exactly correct,
it is Amendment No. 2 to Committee Rec-
ommendation R&P-1 and R&P-2.

The Chair recognizes Delegate Stern to
put the motion.

DELEGATE STERN: I so move, Mr.
President, for the reconsideration —

THE PRESIDENT: It is moved that the
vote by which the reconsideration of
Amendment No. 2 to Committee Recom-
mendation R&P-1 and R&P-2 was rejected
be reconsidered.

The motion is supported by the signa-
tures of fifteen delegates. Under Rule 54,
it lays over until the second session today,
and the Chair refers the motion to the
Committee on Calendar.

Delegate Della.

DELEGATE DELLA: I do not know
whether I am in order or not to make it a
special order of business for Tuesday ac-
cording to the Chairman of the Committee
on Calendar.

THE PRESIDENT: I do not think that
is necessary. The Chair will see that it is
on the calendar for consideration immedi-
ately after the special order now set for
Tuesday.

Delegate Stern, the motion you sub-
mitted is not in proper form. The Chair in
re-stating it also failed to state it in proper
form. I take it that you and your sup-
porting delegates desire to move to re-
consider the vote by which Committee Rec-
ommendations R&P-1 and 2 as amended
were adopted, for the purpose of recon-
sidering the vote by which reconsideration
of Amendment No. 2 was rejected.

Is that your motion?

DELEGATE STERN: That is my mo-
tion, sir.

THE PRESIDENT: Very well.

The Chair should indicate that it has
considerable doubt as to whether or not
the second part of the motion is in order.
Rather than debate the matter further, we
will proceed as previously indicated, but
the Chair does not want this to be taken
as a precedent for future action. There is
no doubt about your right to move a re-
consideration of the vote by which the
recommendation was approved. There is a

doubt as to your next step and I do not
want to have further lost time debating it.
I do not want it to be a precedent.

In view of the pending motion, the
Chair will not at this time formally refer
Committee Recommendations R&P-1 and
R&P-2 to the Committee on Style, but I
will ask the Committee nevertheless to
consider it as though it had been referred.

We now have for consideration Commit-
tee on Style Report S&D-15.

The Chair recognizes Delegate Penni-
man.

DELEGATE PENNIMAN: Mr. Presi-
dent, I can hardly think of an opportunity
like this to appear before a group so re-
laxed, so rested, with so few tensions as
we find now. Fortunately, my report is
brief. We put in the word "the", we put
four capital letters into lower case, and we
removed the unnecessary words "of the
State Government".

(Applause.)

THE PRESIDENT: Are there any
questions?

Are there any amendments with respect
to the amendment submitted by the Com-
mittee on Style?

(There was no response.)

The question arises on the adoption of
the amendments recommended by the Com-
mittee on Style with respect to Committee
Recommendation JB-2.

Are you ready for the question?
(Call for the question.)
The Clerk will ring the quorum bell.

The question arises on the approval of
the amendments recommended by the Com-
mittee on Style with respect to Committee
Recommendation JB-2.

A vote Aye is a vote in favor of the
amendments. A vote No is a vote against.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 94 votes in the affirmative
and 1 in the negative, the amendments by
the Committee on Style are adopted.
