from the human breast and no matter how
many times certain resolutions have been
beaten down or proposals, we bring them
back again and again and again and I cer-
tainly hope, and I am certainly willing to
discipline myself, that if we could get
down to business and refrain from dealing
in this technicalities, it might be good for
this Convention. Thank you, Mr. President.

THE PRESIDENT^: The question arises
on the motion to suspend the rules so as
to permit Delegate Dukes to make a motion
to reconsider the vote by which Amendment
No. 2 failed of reconsideration and to make
the matter a special order of business
immediately following the other special
order of business.

Will the Clerk please ring the quorum
bell?

A vote Aye is a vote in favor of suspend-
ing the rules; a vote No is a vote against.

Cast your votes.

Has every delegate voted ? Does any dele-
gate desire to change his vote ?

The Clerk will record the vote.

There being 38 votes in the affirmative
and 70 in the negative, the motion to sus-
pend the rules fails.

The question arises on the adoption of
Committee Recommendation R&P-1 and
R&P-2 as amended with the exception of
section 1.17 which is made a special order
of business for next Tuesday.

A vote Aye is a vote in favor of the
adoption of the Committee Recommendation
as amended with the exception noted; a
vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

Just a second. For what purpose does
Delegate Hodge Smith rise?

DELEGATE J. H. SMITH: Someone
sabotaged my button. I want to vote Aye.

THE PRESIDENT: You may be so re-
corded.

Delegate Marvin Smith, for what pur-
pose do you rise?

DELEGATE M. SMITH: A similar pur-
pose. I too desire to be recorded as Aye.

THE PRESIDENT: Will the Clerk ad-
vise the Chair as to the vote?

There being 103 votes in the affirmative
and 12 in the negative, the motion is
adopted. Committee Recommendation R&P-
1 and R&P-2 as amended is adopted on
second reading with the exception of sec-
tion 1.17.

THE PRESIDENT: Delegate Kiefer.

DELEGATE KIEFER: May I rise to a
point of personal privilege?

THE PRESIDENT: You may do so if
you can state it briefly.

DELEGATE KIEFER: Very briefly. My
good wife has sat through all of this and
she sat through a lot of the stuff we sat
through the last time I was on the firing
line. She now knows what cruel and un-
usual punishment is. She no longer asks
me a question. She says will Delegate
Kiefer yield to a question.

THE PRESIDENT: On a pleasanter
note, I am very happy to tell you that the
long-awaited commissions of delegates
which have been complete for some time
are now also signed, executed, and framed,
and ready for delivery tomorrow. They will
be available for you. I think we will ar-
range to bring them into the chamber to
you so that you will have them all.

Delegate Mitchell.

DELEGATE MITCHELL: Mr. Presi-
dent and fellow delegates, I do not re-
member that we have thanked our Chair-
man, Mr. Kiefer, and our research as-
sistants, our professional staff members,
Mr. Dave Marlin, and Mr. Atlee W.
Wampler, and Mr. Ed Smith, for their
invaluable assistance in this highly debat-
able section of our constitution. I would
like the Convention to give all of them, the
Chairman and the research assistants our
warmest thanks.

THE PRESIDENT: Thank you, Dele-
gate Mitchell.

(Applause.)

THE PRESIDENT: The next item for
consideration on the agenda is Report No.
S&D-15 of the Committee on Style, Draft-
ing and Arrangement with respect to Com-
mittee Recommendation JB-2. The Chair
requests that Delegate Penniman come
forward and that Delegate Mudd and his
staff advisors take the usual seats for the
committee chairman and advisors.
