294 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 25]
THE PRESIDENT: Delegate Pullen.
DELEGATE PULLEN: Mr. President,
shorn of all of its technicalities, this mo-
tion reflects good public policy and I am
strongly in favor of it.
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, would it be the intention of the Chair,
if this motion is carried, to specifically as-
sign yourself or one of the two Vice-
Presidents to a committee as a committee
member with a vote? It is a point of
inquiry.
THE PRESIDENT: I would intend to
continue each officer as a liaison member
of the committees to which they are as-
signed at the present time, because I re-
gard the arrangement of liaison member-
ship in the committees as most important.
If the resolution is adopted, I would, after
consultation with the member, designate a
committee in which they would have a vote
which would mean they would not have a
vote in the remaining two committees, but
would remain members of the committee
and I would take it they would have all the
rights of members to participate in the
discussion.
DELEGATE GALLAGHER: I think,
Mr. President, if that be the case, it would
be the hope of the Committee on the Legis-
lative Branch that Vice-President dark
would be assigned as a substantive com-
mittee member with a vote.
THE PRESIDENT: Is there any further
discussion on the resolution? Are you ready
for the question?
(Call for the question.)
The question arises on the adoption of
Resolution No. 18 with the amendments
heretofore adopted to the last paragraph
beginning on line 28 of page 1. Delegate
Vecera.
DELEGATE VECERA: Could we please
have a roll call vote?
THE PRESIDENT: The Chair intends
to have a roll call vote. Delegate Hardwicke.
DELEGATE HARDWICKE: I would
like to ask a question of the Chair, please.
If you cause these gentlemen to designate
the committee on which they will have a
vote, will that mean that the 20 per cent
required for a minority report includes
that person in the computation of the 20
per cent?
THE PRESIDENT: Offhand, I would
not anticipate that the adoption of the reso-
lution would change the computation of the
20 per cent. The resolution does not say
that the liaison members are not members
of the committee and without having looked
at it at the moment, I think the provision
for minority reports refers to 20 per cent
of the membership of the committee. I am
not absolutely certain. I will check it in
just a moment. Rule 28 [29]*, second sen-
tence says "the report of a minority of at
least 20 per cent of the members of any
committee shall be received" and so forth.
In other words, it refers to membership
rather than voting membership. Delegate
Koss.
DELEGATE KOSS: I would assume,
therefore, that under Rule28[29], that
the same fact in regard to a majority
would have to prevail. Am 1 correct in
that assumption that it would have to be
based on the total number of the commit-
tee members, rather than just the voting
members?
THE PRESIDENT: The first sentence
of Rule 28 [29], reads that the affirmative
vote of the majority of the members of
the committee shall be necessary to report
a proposal out of committee. I would think
the same answer would apply to that sen-
tence. Are you ready for the question? The
question arises on Resolution No. 18 as
amended in the particulars heretofore
stated in the last paragraph beginning on
line 28 of page 1. A vote Aye is a vote in
favor of the adoption of the resolution as
amended. A vote No is a vote against
adoption of the resolution. Roll call vote.
(Whereupon a roll call vote was taken.)
THE PRESIDENT: Have all delegates
voted?
Does any delegates desire to change his
vote?
(There was no response.)
The Clerk will record the vote.
There being 75 votes in the affirmative
and 55 in the negative, the motion carries.
The resolution is adopted.

DELEGATE BURDETTE: I wonder if
you might obtain unanimous consent to
