used, but to define by law classes of prop-
erty owners, as well, if they are going to
handle this particular problem. There are
many other problems related to preferen-
tial assessment of agricultural land or
land devoted to agricultural use.
I will call your attention again to the
Committee Report itself as it came before
the Committee of the Whole, which indi-
cates very clearly not only that this clause
itself is not needed, but if we are to take
account of the needs of the investor in
land, and I believe that some investors in
land do need special tax privileges, but we
have ample power in the first segment of
this section to do that. We can create a
special class of taxpayers to meet the prob-
lems of those persons.
What we are dealing with here are the
problems of the farmer, and if we are
going to meet those problems that we man-
date the General Assembly to meet. I urge
you to retain the amendment.
