DELEGATE SCANLAN: One delegate
called attention to the fact that I do not
believe you announced what the vote was
on the question of the adoption of the Com-
mittee Report No. 11. While Senator
Malkus' no was recorded, I don't know
whether the vote was announced.

Chairman of Personal Rights Committee.
DELEGATE KIEFER: Mr. President,
the Personal Rights Committee will meet
immediately after this meeting to .continue
its discussion on various matters on which
it has had hearings. Tomorrow there will
be further hearings on the proposal in-
volving the right of accused and ercessive
bail question.
THE SECOND VICE-PRESIDENT:
The Chair recognizes the Chairman of the
Judiciary Committee.
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch is now
considering the matter of reduced clerks
and eligibility for appointment to the
bench. We will resume our deliberations 15
minutes after adjournment of the plenary
session and continue tomorrow morning.
THE SECOND VICE-PRESIDENT:
The Chair recognizes the Chairman of
State Finance.
DELEGATE SHERBOW: State Finance
and Taxation Committee will meet 15 min-
utes after this session is over and we will
continue our deliberations on the subject
of the state bond issues, assessments and
budget. We are hopeful that we will soon
get out of the realm of word surgery into
actual reports.
THE SECOND VICE-PRESIDENT:

DELEGATE MOSER: Mr. President,
the Committee on Local Government will
reconvene immediately after the session. It
will meet again tomorrow morning at 9:00
A.M. at which time we will have with us
the proponents of Delegate Proposal No.
387, relating to the taxing power of coun-
ties, and along with those proponents other
members of the Committee on Finance and
Taxation.
