bly shall establish a commission on inter-
governmental relations which, in addition
to other powers and duties which the Gen-
eral Assembly may prescribe, shall have
jurisdiction to resolve boundary disputes
between counties and municipalities; to de-
fine the boundaries of new governmental
units or authorities; to recommend to the
General Assembly classifications of coun-
ties and municipalities; to report to and
to advise the General Assembly and other
appropriate officials of state, regional,
county, municipal, or other local govern-
ments with respect to intergovernmental
relationships and problems of the State,
and the adequate performance of inter-
governmental functions; and to make rec-
ommendations to the General Assembly
concerning the establishment, incorpora-
tion, merger, dissolution, or alteration of
the boundaries of local, governments or au-
thorities in the State.

or the power to tax, or perform any func-

has not been transferred exclusively to an-
other governmental unit, and that the
General Assembly may by law delegate to
the counties any or all power of taxation.

man, the footnotes on 383 and 384 have
been misplaced. They—each one should be
on the other proposal.

Delegate Proposal No. 314; but should be
on 384.
