DELEGATE WEIDEMEYER: Mr.
President, I made my motion to table a
little earlier. Because I felt that I stood
right in the middle of two good friends,—
and I knew that one had to win and the
other had to lose; and I thought we would
arrive back at the same position where
fairness would be done, and we would all
understand the situation; so. now that my
motion was otherwise premature, I would
like to move to table the matter.
THE PRESIDENT: Is there a second?
DELEGATE E. CLARKE: Mr. Presi-
dent, I move—
THE PRESIDENT: Delegate Clarke,
do you rise to second?
DELEGATE CLARKE: No, I rise to
oppose the motion.
THE PRESIDENT: Is there a second
to the motion? The motion fails for lack of
second. Delegate Clarke?
DELEGATE E. CLARKE: (There was
no response.)
THE PRESIDENT: Is there any
further discussion?
(There was no response.)
Are you ready for the question?
(Call for the question.)
DELEGATE CLAGETT: Question.
THE PRESIDENT: The question arises
on the adoption of Resolution No. 13, not-
withstanding the unfavorable report of the
Committee. A vote Aye is a vote for the
adoption of the Resolution. A vote No is a
vote against the adoption of the resolution.
All those in favor, signify by saying Aye;
contrary, No. The Noes seem to have it.
DELEGATE MALKUS: May we have
a roll call?
THE PRESIDENT: Are you supported
by ten seconders?
DELEGATE MALKUS: I do not know.
I am standing alone.
(Roll call is called for and seconded.)
THE PRESIDENT: The question will
be put to a roll call vote. The question
arises on the adoption of Resolution No.
13. A vote Aye is a vote for the adoption
of the resolution; a vote No is a vote
against the adoption of the resolution. A
roll call vote.
Have all delegates voted? Does any dele-
gate desire to change his vote?
(There was no response.)
The Clerk will record the vote.
There being 31 votes in the affirmative
and 98 in the negative, the motion is lost.
The resolution is rejected.
The next item of business is the intro-
duction and first reading of proposals.
Before we read the proposals, I call to
your attention that there is a memorandum
accompanying Delegate Proposal No. 228
by Delegate Finch, and a memorandum
accompanying Delegate Proposal No. 318
by Delegate Finch, both of which have, I
understand, been circulated.
There are eight proposals today. Because
of the error in numbering yesterday's pro-
posals, today's will be Nos. 383 to 387 and
Nos. 394 to 396, to avoid a gap in the num-
bering of the proposals.
Delegate Proposal No. 383. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 383, by Delegate Gill. Title,
A PROPOSAL that a law altering the
boundaries of a county shall be enacted
only by the affirmative vote of at least a
majority of all the members of each house,
and shall be subject to affirmative action
by a majority of the registered voters vot-
ing in each of the affected counties.
THE PRESIDENT: Delegate Proposal
No. 383 is referred to the Committee on
Local Government.
Delegate Proposal No. 384. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 384, by Delegate Gill. Title,
A PROPOSAL that the State shall be-
gin an orderly and progressive transition
from the policy of incurring long-term in-
debtedness of certain projects of compara-
tively low cost to financing all expenditures
on an annual basis.
THE PRESIDENT: Delegate Proposal
No. 384 is referred to the Committee on
State Finance and Taxation.
Delegate Proposal No. 385. The Clerk
will read the proposal.
