Committee Recommendation GP-12. The
Clerk will read the recommendation.

READING CLERK: Committee Recom-
mendation GP-12, by the Committee on
General Provisions, Elroy G. Boyer, Chair-
man.

A RECOMMENDATION that the consti-
tution include a provision on effective date
to read as follows:

THE PRESIDENT: The Committee Rec-
ommendation GP-12 is referred to the Com-
mittee of the Whole. Committee Memoran-
dum GP-12. The Clerk will read the mem-
orandum.

READING CLERK: The Committee Mem-
orandum GP-12.

This section fulfills the requirement of
Section 16 of Chapter 4 of the Acts of 1967
(the Enabling Act for this Convention).

THE PRESIDENT: Committee Memo-
randum GP-12 will be received and dis-
tributed.

Committee Recommendation GP-12 being
received after November 17 requires the
approval of the Convention. The Chair
recognizes Delegate Boyer to move such
approval.

DELEGATE BOYER: Mr. Chairman, I
so move.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: The question arises
on the motion to permit Committee Recom-
mendation GP-12 to be received.

All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered.

Memorandum in support of Committee
Recommendation GP-11. Do you have it,
Mr. Clerk? The Clerk will read the memo-
randum.

READING CLERK: Memorandum in
support of Committee Recommendation
GP-11, by Delegate Grant, concerning the
basic maxim of the constitutional govern-
ment.

THE PRESIDENT: The memorandum
will be received and distributed. Are there
any announcements by committee chairmen
necessary to be made before dinner recess?

(Tliere was no response.)

Are there any announcements by other
delegates?

(There was no response.)

All delegates present now not present at
roll call may indicate their presence on the
supplemental roll call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.

DELEGATE POWERS: Mr. President,
I move we recess until 7:45 P.M.

(The motion is duly -seconded.)

THE PRESIDENT: All those in favor
signify by saying 'Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 6:20 P.M., the Conven-
tion was recessed to reconvene at 7:45 P.M.
on the 'same evening.)
