2608 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 19]

THE CHAIRMAN: Delegate Boyer.

DELEGATE BOYER: Mr. Chairman, I
must agree with Delegate Needle and
rather than perform oral karate on him
and try to make a slugger out of him; I
would concur in the amendment.

THE CHAIRMAN: Is there any further
discussion?

(There was no response.)
Are you ready for the question ?
(Call for the question.)
The Clerk will ring the quorum bell.

The question arises on adoption of
Amendment No. 10 to Committee Recom-
mendation GP-S.

A vote Aye is a vote in favor of Amend-
ment No. 10. A vote No a vote against.
Cast your vote.

Has every delegate voted ? Does any
delegate desire to change his vote ?

(There was no response.)
The Clerk will record the vote.

There being 114 votes in the affirmative
and none in the negative, the motion
carries. The amendment is adopted. It has
become obvious there is another row that
operates by consensus. Are there any fur-
ther amendments?

(There was no response.)

If not, the question arises on the ap-
proval of Committee Recommendation GP-S
as amended. Are you ready for the ques-
tion?

(Call for the question.)
The Clerk will ring the quorum bell.

The question arises on the adoption of
Committee Recommendation GP-8 as
amended.

recommendation as amended. A vote No
is a vote against. Cast your votes.

Committee Recommendation GP-8 is
adopted.

The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.

DELEGATE POWERS: Mr. Chairman, I
move the Committee of the Whole rise and
report as follows. One, the Committee de-
sires to postpone consideration of Commit-
tee Recommendation GP-5 until a later
date.

Two, the Committee reports approval of
Committee Recommendation No. GP-6 as
amended.

Three, the Committee reports the ap-
proval of Committee Recommendation GP-7.

Four, the Committee reports approval of
Committee Recommendation GP-8 as
amended.

THE CHAIRMAN: Second?
(The DIG tion was duly seconded.)

T;HE CHAIRMAN: AU those in favor,

signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 6:15 P.M. the Committee
of the Whole rose, and the Convention re-

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole,
the Chair reports that the Committee de-
sires to resume consideration of Committee
Recommendation GP-5 at a later date and
that the Committee has approved Com-
mittee Recommendation GP-6 as amended,
has approved Committee Recommendation
GP-7, has approved Committee Recommen-
dation GP-8, as amended.

Committee Recommendations No. GP-6,
as amended, GP-7, GP-8, as amended, and
the reports of the Committee of the Whole
with respect thereto are referred respec-
tively to the Committee on Style, Drafting
and Arrangement.
