Scanlan, Chairman, a report regarding
Resolution No. 13 introduced on October
5, 1967, by Delegate Malkus. The resolu-
tion requested that the President provide
a general summary and periodic reports of
amounts spent or encumbered for the oper-
ation of the Convention. For the reasons
stated below the committee, with one dis-
senting vote, reports Resolution No. 13 un-
favorably.

business is introduction and first reading
of proposals.
Before we start on that item of business,
I wish to call to your attention that there
are nineteen memoranda placed on your
desks today referring to proposals hereto-
fore submitted. Eighteen of these are by
Delegate Finch, to accompany Delegate
Proposals No. 141, 142, 144, 151, 178, 179,
184, 196, 204, 210, 227, 243, 245, 246, 255,
268, 275, and 307. In addition, a memo-
randum submitted by Delegates Lord and
Jett with respect to Delegate Proposal 215.
I call your attention to the fact that the
memoranda with respect to Delegate Pro-
posals Nos. 15I and 179 are second memo-
randa. You already have the memorandum
from Delegate Finch with respect to each
of those proposals. |
At the request of the President, the Com-
mittee on Personal Rights and the Pre-
amble has returned to me Delegate Pro-
posals Nos. 199 and 273. I am re-referring
these proposals to the Committee on Gen-
eral Provisions. Please mark your copies,
Nos. 199 and 273 to the Committee on Gen-
eral Provisions, instead of the Committee
on Personal Rights and the Preamble.
There are six proposals today. Unfortu-
nately, there is a gap of five numbers in
the proposals. For the moment, you will be
missing Nos. 383 to 387, inclusive. You will
have today 388 through 393.
