Powers are voting Aye.
There being 112 votes in the affirmative
and none in the negative, the motion
carries. The amendment is adopted.
As has been obvious to the entire Com-
mittee, the Chair has been throughout the
afternoon in almost continuous contact with
Delegate Powers, Chairman of the Com-
mittee on Calendar and Agenda; and he
has kept me apprised, not only of the
progress we were making as compared with
what had been anticipated, but also of the
general sentiment among the Committee.
Until the last half hour we were running
somewhat ahead of schedule, and it had
been indicated to Delegate Powers that the
majority and minority would both be able
to shorten the time allotted in the debate
schedule.
Under those conditions the Chair was dis-
posed to continue, as announced yesterday,
until we had concluded consideration of this
article. You have had before you for some
weeks a very excellent report of the ma-
jority and an equally excellent report of
the minority. The subject of education has
been discussed at great length in private
conversations among all the delegates in
recent weeks. The Chair is convinced that
the delegates could vote on the matter to-
day, just as well as they could Tuesday.
We also are under a strict limitation. It
is not as though we had from now until
January 12 to conclude the rest of our
work without problems. It is imperative
that the two Committees named in the dis-
cussions yesterday be allowed time enough
to meet and report back to the Committee
of the Whole. It is imperative that the
Committee of the Whole and the Conven-
tion meet for several days next week. All
of us want to be away from here at least
a few days before Christmas and the day
after. It is most important that we have
at least a week after the Convention has
concluded all matters before it to take a
long, hard look at what we have done
before we reach the final adjournment date.
All of those matters would impel a con-
tinuance of the consideration of the matter
now before us. However, the Chair did
announce last night that we would not try
to finish the agenda at night. We would
adjourn at about the tender hour and not
have an evening session,

Most of the delegates present would
prefer not to have an evening session, even
if it meant sitting very late.
I do not believe that the entire remaining
part of the calendar should go over until
Tuesday. I think we could conclude within
a very brief time the next item on the
agenda, and then allow the separate sub-
ject matter of higher education to go over
until Monday.
I say this because the next section is
concerned with the same matter, the same
general sphere of matters we have been
discussing this afternoon.
The Chair therefore would like to pro-
ceed with the consideration of section 5.
After we have concluded that, we will have
the Committee rise and allow the rest of
the schedule to go over until Tuesday.
I make this statement in reliance upon
the statements of both the majority and
the minority spokesmen to Delegate Powers
that we will not need for consideration of
this item the full time indicated in the
debate schedule. Am I correct about that?

DELEGATE WHEATLEY: Mr. Chair-
man, I think Chairman Powers was re-
ferring to the prior section to this one. We
do have just about all the time allocated on
this section. We do have the entire fifteen
minutes allocated. That was the prior sec-
tion I was referring to. We have fifteen
minutes allocated and have fifteen minutes
scheduled on this particular section.
THE CHAIRMAN: In other words, you
do not think you could shorten the time on
this?
DELEGATE WHEATLEY: No, sir.
THE CHAIRMAN: Delegate Lord.
DELEGATE LORD: Mr. Chairman, I
also have it allocated, but I can certainly
shorten it appreciably.
THE CHAIRMAN: Under the circum-
stances if we continued with that amount
of time we would be approaching 7:30 P.M.
before we finished.

the appropriate motion to have the Com-
mittee of the Whole agree with the Chair
that we complete this section tonight with-
out recess for dinner?
THE CHAIRMAN: Well, I do not know
that we need a motion. I would say that if
