2548 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 15]

THE CHAIRMAN: It is identical with
the minority amendment; is that correct?

DELEGATE WHEATLEY: Yes, Mr.
Chairman. We have indicated we want to
trike that. We have an amendment to offer
to strike that.

THE CHAIRMAN: Distribute Amend-
ment EH also. Inasmuch as this amend-
ment appears to be concurred in by both
the minority and the majority, there should
not be very much time spent with it.

For what purpose does Delegate Kath-
leen Robie rise?

DELEGATE ROBIE: Parliamentary in-
quiry.

THE CHAIRMAN: State the inquiry.

DELEGATE ROBIE: Was I wrong
when I heard you speak to Delegate
Mitchell, or Delegate Wheatley, saying that
we could agree as a Committee to withdraw
this, since this is the Committee's Report?

THE CHAIRMAN: No, I said that the
Committee as a Committee could modify a
recommendation. I think the only way you
can take it out completely is by the amend-
ment. We can do it very quickly.

For what purpose does Delegate Pullen
rise?

DELEGATE PULLEN: Mr. Chairman,
I should like to rise, I do not know under
what grounds, but to raise a very impor-
tant question. We have been here since
September 12. We have worked together, I
think in reasonable harmony. We have de-
liberated carefully, the Lord knows, at length
on every question that has been before this
group; the judiciary article some ten days
— I will not count the days. As a matter
of fact, I think it would be impossible for
me to count those days.

THE CHAIRMAN: Delegate Pullen,
could you indicate to the Chair the purpose
for which you rise?

DELEGATE PULLEN: Just give me
time, sir.

THE CHAIRMAN: Time is what we do
not have too much of.

DELEGATE PULLEN: That is exactly
what I am talking about, Mr. Chairman.
I think it is not quite fair, excuse me for
using that word, that a matter of this sort
should be continued at length for half a
day after we have spent so much time on
everything else, and it is my feeling that
we should stop deliberations after we vote

on this to give us time to deliberate later
on this very important matter in a more
leisurely fashion. I do not see any neces-
sity for any great lengthy discussion, but
I do not think that we should continue any
longer today.

THE CHAIRMAN: The Chair will have
a comment to make with respect to that
after we act on this amendment.

For what purpose does Delegate Fornos
rise?

DELEGATE FORNOS: A point of per-
sonal privilege, Mr. Chairman.

THE CHAIRMAN: State the privilege.

DELEGATE FORNOS: Mr. Chairman, I
would like this Committee of the Whole to
welcome the Misses Jeanne and Joanne
Pitzer and Jim Hoag of the Anne Arundel
Teachers Association. Miss Jeanne Pitzer
is President of that association; and also
Mr. Will Anderson, Chairman of the Com-
mittee for Responsible Education of Anne
Arundel County.

THE CHAIRMAN: Amendment I. This
will be Amendment 4. Will you please con-
sider as joining in the amendment the spon-
sors listed also on the amendment which
has been distributed as BH. The Clerk will
read the amendment.

to Committee Recommendation GP-6 by Del-
egates Boyer, Lord, Jett, Key, Singer, E. J.

Vecera:

and 19, comprising all of section 3.

THE CHAIRMAN: Is there any discus-

and seconded, is there any discussion neces-
sary?
