thought that this section 7, line 9, could be
corrected or carry out the philosophy of the
local government article by saying "by
local general law," and then we realized it
was not quite that simple and, after we
put our heads together at lunchtime, Dele-
gate Case picked this up. He is the one
who brought it to our attention. At lunch-
time we worked out the sentence which is
contained in this amendment, and we ask
its adoption.
THE CHAIRMAN: Delegate Kiefer, do

DELEGATE KIEFER: No.
THE CHAIRMAN: Is there any dis-
cussion?
DELEGATE DUKES: Would you just
explain what you are doing? I thought this
is what we already had by law.
DELEGATE MACDONALD: You may
recall yesterday when we were discussing
this, that the Committee on Style said it
would like some clarification, whether we
meant local law or general law when we
said "by law", and we have clarified it by
adding the sentence which is in the amend-
ment, so that it would mean that if the
General Assembly acts in this field it must
do it by public general law, but at the same
time the various counties throughout the
State would be free to act in this field until
and unless the General Assembly preempts
the field.
