THE CHAIRMAN: The Chair concurs,
Delegate Henderson, that the interpreta-
tion you suggest is positive. My concern is
that it is not as clear as it might be. I
think it might be worthwhile to take the
recess to see if the language can be
clarified.

For what purpose does Delegate Moser
rise?

DELEGATE MOSER: I would adopt
Judge Henderson's interpretation entirely
and if you would care to leave the wording
to the Committee on Style and Drafting —

THE CHAIRMAN: I do not think the
matter is one that can be left to the Com-
mittee on Style. I think it is a matter of
substance. I think we are wasting time now
if you will permit the Chair to say so.

For what reason does Delegate Cardin
rise?

DELEGATE CARDIN: It was a parlia-
mentary inquiry.

THE CHAIRMAN: State the inquiry.

DELEGATE CARDIN: I want to in-
quire if after the language is drafted we
will vote on the acceptance of this as an
inclusion in the constitution as opposed to
the omission.

THE CHAIRMAN: That is correct.
DELEGATE CARDIN: Thank you.

THE CHAIRMAN: The Chair is going
to recognize Delegate Powers to move that
the Committee rise, but earnestly suggests
that Delegate Moser, Delegate Willoner,
and Delegate James spend a few minutes
at lunch and see if they can remove any
positive doubt about this.

Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move that the Committee of the Whole
rise and report that it has not yet com-
pleted consideration of R&P-2.

(The motion was duly seconded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 1 :25 P.M., the Committee
of the Whole rose, and the Convention
reconvened.)

(The mace was removed by the Sergeant-
at-Arms.)

THE PRESIDENT: On behalf of the
Committee of the Whole, the Chair reports
that the Committee has had under con-
sideration R&P-2, that it still has it under
consideration, and that it desires leave to
sit again.

Are there any announcements necessary
to be made by Committee Chairmen?

Delegate Mudd.

DELEGATE MUDD: May I announce
that there will be a very important meet-
ing of the Committee on the Judicial Branch
at 1:45 P.M., and will all members please
attend.

DELEGATE GALLAGHER: The Com-
mittee on the Legislative Branch will meet
for lunch immediately after we recess.

I also wish to announce that we will not
have the photograph made immediately
after this session as I have said this morn-
ing. Other arrangements have been made,
so there is no photograph, but there is an
immediate luncheon meeting.

THE PRESIDENT: Are there any other
announcements by Committee Chairmen?

(There was no response.)

Are there any announcements by dele-
gates?

(There was no response.)

The tally sheet which is the roll call
sheet distributed as Amendment No. 7 was
in error. Mark it Amendment No. 7 to
Committee Recommendation R&P-2.

Let me remind you unless you have for-
gotten that there will be an evening session
tonight. All delegates not present at roll
call may indicate their presence at the
supplemental roll call. The Clerk will re-
port the supplemental roll call.

The Chair recognizes delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move that we recess until 2:30 P.M.
