Delegate Freedlander, as the Chair under-
stands the amendment, it is to strike the
entire recommendation. I do not think that
is in order. You can accomplish the same
purpose in one of two ways: either by mo-
tion for indefinite postponement, or what
would be simpler and accomplish the same
purpose, a vote opposing approval or adop-
tion of the Committee Recommendation.
The amendment is not necessary to ac-
complish your purpose, if the Chair under-
stands your purpose.
DELEGATE FREEDLANDER: Thank
you very much.
I will choose the second method you
mentioned.

Amendment No. 1 is scratched. It has
not yet been offered.

DELEGATE HOSTETTER: Mr. Presi-
dent, a point of parliamentary inquiry. Since
the amendment is scratched, that eliminates
all discussion and debate. Is that correct?
THE PRESIDENT: It does not. The ques-
tion now arises on the adoption of the Com-
mittee Recommendation as amended. That
is debatable. The Chair would intend to
recognize Delegate Freedlander. It is sub-
ject to full debate, in accordance with the
policy heretofore announced.

DELEGATE FREEDLANDER: Mr. Pres-
ident and fellow delegates:
It is not my intention to delay the dis-
cussions of this evening nor to prolong the
discussions; nor am I against consumer pro-
tection.
I am very much in favor of consumer
protection. It is precisely for that reason
that I rise, because I am in favor of the
General Assembly providing by law for the
protection and education of the citizens of
the State against harmful and unfair busi-
ness practices.
Shortly after the conclusion of our de-
bates on this topic I received in the mail
