DELEGATE BEALL: This is the first
time 1 have been on the floor. You have
not heard me for three months, but I do
have the pleasure of introducing Mr. and
Mrs. Harry Barton. Mr. Barton is a mem-
ber of the Home Economics Commission
recently appointed, some two years ago, by
the late Governor Tawes.
(Laughter.)
Pardon me. I should say the former gov-
ernor. I beg your pardon.
THE PRESIDENT: He appears to be
very much alive.
DELEGATE BEALL: I am so glad that
he is still available and here. I apologize. I
should just say the former governor. I do
know better than that.
Also, his wife, Mrs. Barton, who has been
very active in the Homemakers Association.
Mr. and Mrs. Barton are in the rear gallery.
THE PRESIDENT: We are delighted to
have them.

DELEGATE JOHNSON: Mr. President,
I am going to suggest a departure from the
ordinary procedure. But inasmuch as the
original sponsor of the amendment in the
Committee of the Whole with respect to
the parenthesis "(in the presence of Al-
mighty God)" is not in the room, and I
do not know why he is absent but I am
sure there is a very good reason, and be-
cause there is apparently another amend-
ment to this section — I am wondering if we
could bypass this particular amendment at
this time and go to the next amendment.
THE CHAIRMAN: Do you have any idea
where Delegate Rybczynski is ?
DELEGATE JOHNSON: No, sir. I am
sorry. I do not.
THE PRESIDENT: Delegate Cardin.
DELEGATE CARDIN: Mr. President, the
Committee on Suffrage and Elections was
entertained by Chairman Koss, and Dele-
gate Rybczynski. I am sure they will be
coming very shortly.
THE PRESIDENT: Under the circum-
stances, further consideration of Recom-
mendation GP-2 and Amendment No. 2 plus
other amendments with respect thereto will
be passed over.
THE PRESIDENT: The Chair feels that
Delegate Rybczynski needs a little time to
collect his thoughts.
We will proceed with the consideration
of the Report of the Committee on Style,
Drafting and Arrangement, S&D-5.
This is with respect to Committee Recom-
mendation GP-4.
The Chair recognizes Delegate Penniman.
DELEGATE PENNIMAN: This is much
less complicated. The only changes that are
being made here is to shift the word "by
law'' in order not to divide a verb, and to
put in upper case the letter "S" in the
word "State."
THE PRESIDENT: The Chair has re-
ceived no stylistic amendments. Are there
any? The Chair hears none.
The question arises on the approval of
amendments proposed by the Committee. Is
there any discussion ?
