There being 91 votes in the affirmative
and 2 in the negative the motion carries.
The Committee of the Whole Report with
respect to the adoption of Committee Re-
port EB-1 is adopted.

Committee Report EB-1 as amended is
adopted.

The next four items on the agenda are
Reports of the Committee on Style, Draft-
ing and Arrangement with respect to four
committee recommendations.

The Chair recognizes Delegate Penni-
man to present the Report of the Committee.

The first item for consideration is Re-
port S&D-2 of the Committee on Style,
Drafting, and Arrangement.

The Chair recognizes Delegate Penniman
to present the report.

DELEGATE PENNIMAN: The com-
ments that I will make apply to all four.

I would like to say that so far as the
Committee on Style is concerned, that it
has sought to do three and only three
things. It has sought, first of all, to con-
form with the decision of this body, the
Committee of the Whole.

It has secondly tried to write a report
which would be both intelligible to the
citizen who might read the constitution and
which at the same time would be useful
to lawyers.

Finally, we have revised where it seemed
to us that shortening and clarifying could
be done by such revision.

I will make no statement, because I by
contrast with the other chairmen who have
spoken to you, hope that what we have done
is in itself self-explanatory. This has been
the purpose of our Committee.

The particular item on No. 1 is the one
which has changed the word "duty" to
"service," to make line 9 conform with line
19. We have, as it said in the covering re-
port, said "military trial" rather than
"military court" in order to prevent any
possibility of construing "military court" to
suggest another court, rather than the
four-tier court which is provided for in
Article 5.

THE PRESIDENT: Under the proce-
dure announced earlier, the first amend-
ments to be considered will be limited to
those concerned with matters of style. No
such amendments have been presented to

the Chair. Are there any? The Chair hears
none.

Are there any other amendments with
respect to the section embraced in Com-
mittee Recommendation GP-1?

The Chair hears none.

The question first arises on the adoption
of the amendments to Committee Recom-
mendation GP-1 proposed by the Commit-
tee on Style, Drafting and Arrangement,
and reported in Report S&D-2. Is there any
discussion?

A vote Aye is a vote in favor of the
amendments recommended by the Commit-
tee on Style, Drafting and Arrangement. A
vote No is a vote against.

and none in the negative, the motion car-
ries. The amendments proposed by the
Committee on Style, Drafting and Ar-
rangement are adopted.

of Committee Recommendation GP-1 as

DELEGATE JOHNSON: Mr. President,
I am not aware of any amendments to
GP-1. Is the Chair aware of any pending
amendments to GP-1?

THE PRESIDENT: As the Chair an-
nounced, it has no amendments.
