tion was recessed to reconvene at 8:15 P.M.

PRESIDENT H. VERNON ENEY,
PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.
Roll call.
(Whereupon, the roll was called.)

THE PRESIDENT: Has every delegate
answered the roll call?

(There was no response.)
The Clerk will record the roll call.

For what purpose does Delegate Galla-
gher rise?

DELEGATE GALLAGHER: For a point
of personal privilege, Mr. President.

THE PRESIDENT: State the privilege.

DELEGATE GALLAGHER: Mr. Presi-
dent, there is present in the gallery one of
the judges in the Court of Appeals in
Maryland, the Honorable William J. Mc-
Williams, and I am sure the Chair would
like to extend a welcome to him on behalf
of the whole Convention.

THE PRESIDENT: We are delighted to
have him.

(Applause.)

For what purpose does Delegate Bard
rise?

DELEGATE BARD: For a point of per-
sonal privilege.

THE PRESIDENT: State the privilege.

DELEGATE BARD: I wish to announce
the presence in the gallery of members of
the Johns Hopkins University Class on
Local Government. I hope we will all wel-
come them.

THE PRESIDENT: We are delighted to
have them.

(Applause.)

For what purpose does Delegate Sickles
rise?

DELEGATE SICKLES: A point of per-
sonal privilege, Mr. President.

THE PRESIDENT: State the privilege.

DELEGATE SICKLES: In the balcony
we have, in one of her infrequent visits,
my wife, Simone, and two friends from
Montgomery County, Dr. and Mrs. Eig.
The doctor is the physician to at least two
of the delegates from Montgomery County.
I know you will want to extend to them an
unusually warm greeting.

(Applause.)

THE PRESIDENT: The first item for
consideration tonight on the agenda will be
Item 9 on the agenda, consideration of the
report by the Committee of the Whole on
Committee Report EB-1. You will recall
that Committee Report EB-1 had five rec-
ommendations. The Committee of the Whole
Report with respect to each of them was
that the first recommendation, pertaining
to a Board of Review, be approved as
amended; the second recommendation, per-
taining to the office of comptroller, be ap-
proved as amended; the third recommenda-
tion, pertaining to the office of treasurer,
be approved as amended; the fourth rec-
ommendation, pertaining to the office of
attorney general, be approved as amended ;
and the fifth recommendation, pertaining
to certain other officers, be approved.

The Chair's attention has been called to
the fact that it stated in error the Recom-
mendation of the Committee of the Whole
with respect to the third Recommendation
of the Committee being approved as
amended. It was approved as presented. It
was not amended.

The question arises on the adoption of
the Report of the Committee of the Whole
with respect to Committee Report EB-1.
