DELEGATE WHITE: Mr. Chairman
and members of the Convention, I would
like to state that indeed I have made prog-
ress since I have been down here, and also
to point out that my second mule is a real
corker.

(Laughter and applause.)
THE PRESIDENT: Delegate White.

DELEGATE WHITE: The credit for
the word "corker" goes to Delegate Schnei-
der. Thank you, Delegate Schneider.

THE PRESIDENT: The Chair proposes
to take up the second readers at the ses-
sion this evening rather than this after-
noon in order to allow you ample time to
review the reports of the Committee on
Style, Drafting and Arrangement.

In connection with that, let me indicate
the procedure that will be followed in con-
sidering these reports. Each of the four
reports that will come before you this
evening is relatively simple since each com-
mittee recommendation which is the sub-
ject matter of a report is one paragraph.
But we will follow the same procedure
when we have more elaborate reports where
there are a number of sections.

The committee recommendation after ac-
tion by the Committee of the Whole as
reported to the Convention is referred to
the Committee on Style so that it comes
back to the Convention with the report of
the Committee on Style submitting for your
consideration certain amendments. Since
they are amendments proposed by a Com-
mittee, they are entitled to priority of
consideration.

The Chair would therefore propose with
respect to each such report to the Commit-
tee on Style and second reading of the
committee recommendation to consider first
section by section where there is more
than one section, the amendments proposed
by the Committee on Style and we will con-
sider as germane only amendments which
go to questions of style.

If a delegate desires to change language
suggested by the Committe on Style for
stylistic reasons or change other language
not changed by the Committee on Style for
stylistic reasons, he should do so by written
and printed amendment submitted in ac-
cordance with the procedures indicated
yesterday.

If a delegate desires not to submit sug-
gested changes, but merely disagrees with

the recommendation of the Committee on
Style and desires to submit to the Conven-
tion the question of deletion of the change
suggested, this can be more simply ac-
complished not by having an amendment
to delete but simply by having any such
delegate request that the amendment of the
Committee on Style be submitted to sep-
arate vote.

If the amendment is approved by a ma-
jority, it would be carried and, if not, it
would be lost. Therefore, if your purpose
is simply to delete the change made by the
Committee on Style, it will not be necessary
for you to have a printed amendment, but
when the Chair calls for consideration of
the particular section, you can get recog-
nition and ask simply that the amendment
submitted by the Committee be submitted
to separate vote. It would then be put to
a vote forthwith.

After consideration of the entire article
or whatever sections may be embraced in
the report of the Committee, for all stylis-
tic amendments you will then have sub-
mitted to you the question of approval of
the amendments submitted by the Commit-
tee on Style. A vote on that does not
necessarily mean a vote for adoption of
the recommendation. It merely is a vote
indicating approval of the stylistic changes.

We will then consider the committee rec-
ommendation as open to further amend-
ment, not of stylistic character. If the rec-
ommendation embraces more than one sec-
tion, we will go through this section by
section. After consideration of the entire
recommendation for purposes of amend-
ment, section by section, it will then be
submitted to you for adoption on second
reading as amended, if amended; otherwise
not.

In this way, we will consider the second
reading of the recommendation first solely
for questions of style and secondly for
questions of substance and avoid confusion
which would otherwise result.

Now, we will follow that practice this
evening, although in each instance the rec-
ommendations submitted this evening are of
one section or paragraph only and we will
not have as many complications.
