THE PRESIDENT: On behalf of the
Committee of the Whole, the Chair re-
ports that the Committee has had under
consideration Committee Recommendation
R&P-1, that it still has it under consid-
eration, and desires leave to sit again.
Are there any announcements necessary
to be made by committee chairmen before
lunch?
DELEGATE GALLAGHER: Mr. Chair-
man, ladies and gentlemen of the Com-
mittee, the Committee on the Legislative
Branch will meet at 1:45 P.M. in the com-
mittee room.
THE PRESIDENT: Are there any other
announcements by committee chairmen?

DELEGATE MUDD: Mr. Chairman, the
Committee on the Judicial Branch will meet
at 1:15 P.M. in the committee room.
THE PRESIDENT: Are there any other

All delegates present now not present at
initial roll call may indicate their presence
on the supplemental roll call.

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to
order.

THE PRESIDENT: Have all delegates
answered roll call?
(There was no response.)

There being a quorum present, the Con-
vention is in session.
For what purpose does Delegate Churchill
Murray rise?
DELEGATE E. C. MURRAY: Point of
personal privilege.
THE PRESIDENT: State the privilege.
DELEGATE E. C. MURRAY: Two days
ago Delegate White stole my story. It was
a good story about a good mule. I would
like to demonstrate to him that there are
no hard feelings in order that he may
have two mules instead.
(At this point Delegate Murray passed
along a toy white mule to Delegate White.)
(Laughter.)
THE PRESIDENT: Delegate Hostetter.
DELEGATE HOSTETTER: I rise to a
point of personal privilege.
By the way, that was a white mule that
was passed back there.
I would like to have introduced and have
the Convention recognize two students from
the Northeast Maryland High School in
the gallery to the rear. They are down here
today observing our Constitutional Conven-
tion in action, Larry Wiggins and Ronnie
Gamble.
THE PRESIDENT: Delighted to have
them.
