2280 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 13]

DELEGATE POWERS: I move that we
adjourn until 10:00 tomorrow morning.

THE PRESIDENT: Is there a second?
(The motion was duly seconded.)

THE PRESIDENT: All in favor signify
by saying Aye; opposed, No. The Ayes have
it and it is so ordered.

(Whereupon, at 6:46 P.M. the Convention
was recessed, to reconvene at 10:00 A.M.,
Wednesday, December 13, 1967.)

PLENARY SESSION
DECEMBER 13, 1967— 10:10 A.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Convention will
please come to order.

The invocation this morning will be of-
fered by the Reverend Richard C. Hubbard
of Grace Methodist Church in Cambridge.

Reverend Hubbard is Delegate Malkus'
Minister.

Reverend Hubbard.

REVEREND HUBBARD: May be bow
our heads together.

Eternal God, our Father, Father of all
mankind, we pause this moment at the be-
ginning of another work day of this Con-
stitutional Convention to ask Thy blessing
and Thy guidance upon the work that will
be done and upon the dedicated men and
women who will do it.

It is with humbleness and gratitude we
realize the great good fortune that is ours
in being citizens of this free state — such
a strong word to describe our political en-
tity; freedom for all men, to live, to work,
to speak, to worship.

/

Over the long years we have lived under
a constitution that has guaranteed us these
vital freedoms. Now these good people have
been long gathered in a great constructive
effort to upgrade that constitution so that
it becomes a yet more workable and effec-
tive instrument for the government of our
State and for the well being of all of its
people, and for the preservation of these
vital freedoms.

May each of these here gathered for
this purpose feel the burden of responsi-

bility that has been given them by their
constitution, may they feel the honor of
that burden, and may they each, seeking
Thy help and Thy guidance, bring to the
business of this day, their best mind, their
best judgment and their best dedication to
a great task.

In all things may they be tolerant, each
of the other man's opinion, and be welded
together in a single fellowship dedicated
to the strengthening of our great State.

Out of the work they do, the hours of
time they spend, the judgments they must
make, may they forge a constitution for the
State of Maryland that will be fair and
just and reasonable for many years to
come.

God bless this Constitutional assembly,
and keep its members and their people in
Thy love and care. Amen.

DELEGATE POWERS: Mr. President,
I move that today's calendar be amended
so as to permit resumption of Committee
Recommendation R&P-1 and as so amended,
I move that the daily calendar and agenda
be adopted.

(The motion was duly seconded.)

THE PRESIDENT: All those in favor
signifying by saying Aye; contrary, No.
The Ayes have it. It is so ordered. The cal-
endar as amended is adopted.

Reports of committees.

There are no reports of committees, but
there are two memoranda.

The Clerk will read the memoranda.

READING CLERK: Memorandum in
support of section 10 of Committee Recom-
mendation R&P-2 by Delegate E. Churchill
Murray.

THE PRESIDENT: The memorandum
will be received and distributed.

There is another memorandum by Dele-
gate Freedlander. The Clerk will read it.
