I appreciate the problems, but if these
ladies and gentlemen do not think we can
do it this way, I challenge them now to
tell us how we can remedy it.
This is too serious. If there is one
thing more deeply implanted in our civili-
zation than eminent domain, it is that own-
ership of our property that we have strug-
gled to gain and to maintain.
I beg you to give these people this relief.
I expect I have overrun my time, but I
would like to remind you that this problem
goes all the way back to the day that
Robert Burns disturbed the wee timorous
mouse whom he turned up with his plow-
share.

46 in the affirmative, the motion is lost.
The Committee hoped to conclude this
recommendation by considering the mi-
nority report in R&P-2. The sponsors pre-
fer not to do so. Therefore, I think it
would be impossible to conclude considera-
tion of this recommendation at this time.
