THE PRESIDENT: Second? All those
in favor signify by saying Aye; contrary,
No. The Ayes have it. It is so ordered.

Those who were not present at roll call
this morning may indicate their presence
now by the supplemental roll call.

(Whereupon, at 1 :27 P.M., the Conven-
tion was adjourned to reconvene at 3:00
P.M., on the same day.)

PLENARY SESSION
DECEMBER 9, 1967—3:00 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to
order.

(Whereupon, there was a roll call.)

THE PRESIDENT: Has every delegate
answered the roll call?

(There was no response.)
The Clerk will record the roll call.
The Chair recognizes Delegate Ritter.

DELEGATE RITTER: Mr. President,
I would like to speak on a point of personal
privilege.

THE PRESIDENT: State the privilege.

DELEGATE RITTER: I would like to
have the Convention delegates and the
President extend their usual warm wel-
come to my family who are very near and
dear to me who are seated above the
speaker's platform; it is my wife, Mrs.
Ritter, my oldest daughter, Mrs. Charlotte
L. Gregg and her husband from Hyatts-
ville and my youngest daughter, Mrs. Bar-
bara Olson from Rockville, Maryland, and
last but far most important, my grand-
daughter, seven year old Michelle Dawn
Olson of Rockville, Maryland.

THE PRESIDENT: Delighted to have
them. (Applause.)

Delegate J. H. Smith.

DELEGATE J. H. SMITH: So no one
will go unrecognized, I would like to note
two alleged students from Bullis Prep
School in Silver Spring, my son and his
friend, Chuck Veirs.

THE PRESIDENT: Are there any other
announcements?

DELEGATE POWERS: I move that the
Convention resolve itself into the Commit-
tee of the Whole for the purpose of con-
sidering general orders of the day.

All those in favor, signify by saying
Aye: contrary, No. The Ayes have it. It is
so ordered.

(Whereupon, at 3:10 P.M., the Conven-
tion resolved itself into the Committee of
the Whole.)

(The mace was removed by the Sergeant-
at-Arms.)

COMMITTEE OF THE WHOLE
DECEMBER 9, 1967—3:10 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE CHAIRMAN: The Committee of
the Whole will please come to order.

We have under consideration Committee
Recommendation EB-2.

At the time of the recess, we were about
to consider Amendment No. 7.

Delegate Hardwicke, does the Chair
understand that you will withdraw Amend-
ment No. 7?

DELEGATE HARDWICKE: Yes, Mr.
Chairman.

THE CHAIRMAN: Amendment No. 7
has been withdrawn.

Delegate Gallagher, does the Chair
understand that you will not offer your
amendment G?

DELEGATE GALLAGHER: That is
correct, Mr. Chairman. I would like in the
interest of clarification to ask just one
question of Chairman Morgan, if I might.

THE CHAIRMAN: Delegate Morgan, do
you take the floor to yield to a question?

DELEGATE MORGAN: I yield.
THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: Chairman
Morgan, is it my understanding that the
Committee's intention with respect to the
attorney general Section is that the attor-
ney general's position shall be a full-time
position so that the attorney general will
not, while he holds that office, practice law
