jority report? Why should it not be al-
lowed to come in automatically within a
certain number of days?
This being the case, Mr. President and
Mr. Chairman, I move that the report be
tabled at this time to allow the delegates
further opportunity for study.

ski, so you mean to move to table or to
recommit? You could do either, of course.
DELEGATE RYBCZYNSKI: To table,

THE PRESIDENT: Is there a second?

The question arises on the motion to
table further consideration of Rule No. 2.
A vote Aye is a vote to table. A vote No,
of course, is not in favor of it. We will
have a roll call vote.
Has every delegate voted? Does any dele-
gate, desire to change his vote?
(There was no response.)
The Clerk will record the vote.
There being 62 votes in the affirmative
and 54 votes in the negative, the motion
carries. Motion No. 2 is tabled.
The next item of business is introduction
and first reading of proposals.
Before we start, I call your attention to
the fact that there has been circulated to-
day a memorandum by Delegate Byrnes to
accompany Delegate Proposal No. 57. You
should have that on your desk.
There are twenty proposals today, Nos.
289 to 308. Delegate Proposal No. 289. The
Clerk will read the proposal.
READING CLERK: Delegate Proposal
No. 289, by Delegates Bard and Mitchell.
Title,
A PROPOSAL that no person shall be
deprived of life, liberty, or property with-
out due process of law; be denied the
equal protection of the laws; or be subject
to discrimination in public service and fa-
cilities because of religion, race, color, or
national origin.

Personal Rights and the Preamble.
Delegate Proposal No. 290. The Clerk

A PROPOSAL that the counties be em-
powered to establish the offices of sheriff
and county clerk and to prescribe the func-
tions of such offices and the manner in
which they are to be filled.

Judicial Branch.
Delegate Proposal No. 291. The Clerk will

A PROPOSAL that essential services
provided by businesses affected with a pub-
lic interest, subject to regulation, and the
profits of which are regulated by the gov-
ernment shall be provided as economically
and efficiently as possible, the costs of said
services to be tax free.

State Finance and Taxation.
