a substitute for the pending amendment,
that it could not be offered if Amendment
AX fails.

In view of that situation, I suggest to
you that we would accomplish more if you
would consent that action on your Amend-
ment No. 15 be laid over, and that the
Committee of the Whole proceed to con-
sider the earlier amendments. This would
give you an opportunity to confer with the
other sponsors and with Delegate Gallagher
and submit a proper modification. Are you
willing to do that?

DELEGATE RALEY: Yes, sir.

THE CHAIRMAN: Is there any ob-
jection?

(There was no response.)

If not, Amendment No. 15 will be held
over while the Committee of the Whole
considers other matters in connection with
this article.

Delegate Raley, the Chair calls to your
attention that you will have to give imme-
diate consideration to this matter, because
there are only two or three amendments
left to be considered in connection with
this article.

Delegate Gallagher, can you confer with
Delegate Raley about the matter?

Amendment No. 15 will be laid aside for
further consideration.

Delegate Macdonald, in the present state
of affairs do you still desire to offer your
Amendment AR?

DELEGATE MACDONALD: Yes, Mr.
Chairman.

THE CHAIRMAN: Are there any other
amendments to be offered to section 7 ex-
cept the amendment laid aside?

For what purpose does Delegate Schloe-
der rise?

DELEGATE SCHLOEDER: Mr. Chair-
man, I rise on a point of personal privilege,
and also I am compelled to comment that
all this could have been avoided if we had
maintained our staunch position behind the
Committee.

At any rate, I would like the Delegates
to welcome to the Chamber Professor
Hebsur of India, a scholar of government
and lecturer at the University of Bombay,
who is visiting the United States and study-
ing at American University. He is seated
in the rear balcony.

THE CHAIRMAN: We are delighted to
have you. (Applause.)

THE CHAIRMAN: Delegate Robie.

DELEGATE ROBIE: I rise to a point
of personal privilege.

THE CHAIRMAN: State the privilege.

DELEGATE ROBIE: I would like the
Committee of the Whole to welcome with
me Mr. Robert McKinley and Mr. Keith
Payne. Both gentlemen are associate secre-
taries of the Central Atlantic Area YMCA.
They are sitting directly behind the podium.

They came here this morning from
Princeton, New Jersey, to observe our Con-
vention in progress, because they are the
advisors to the Central Atlantic Area Mod-
ern Youth in Government program spon-
sored by the YMCA. The program was
started by the YMCA in 1936 and now in-
cludes thirty-nine of the fifty states in our
country.

However, I would like to make one inter-
esting note here at this time. For the first
time in the history of our country in the
Modern Youth in Government Program, on
April 24, 25, 20 and 27, here in the town
of Annapolis and in this same Chamber
will be the first Modern Youth Constitu-
tional Convention in the United States.

THE CHAIRMAN: We are delighted
to have you with us. (Applause.)

Delegate Fornos.

DELEGATE FORNOS: A point of per-
sonal privilege.

THE CHAIRMAN: State the privilege.

DELEGATE FORNOS: I would like the
delegates to welcome to this Chamber the
Vice President of the Annapolis Chapter
of the American Association of University
Women, Mrs. Harvey Budd.

THE CHAIRMAN: We are delighted to
have you with us. (Applause.)

Delegate Henderson, would you join Dele-
gate Raley and Gallagher in conference and
see if perhaps your amendment could be
combined with theirs?

DELEGATE HENDERSON: I would be
glad to.

THE CHAIRMAN: Pages will please
distribute amendment AR.

This will be Amendment No. 16. The
