14, the portion printed in lines 5 to 7 of
the amendment. A vote Aye is a vote in
favor of the amendment, a vote No is a
vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 83 votes in the affirmative
and 31 in the negative, the motion is car-
ried, the second portion of the amendment
is adopted, and accordingly Amendment No.
14 is adopted.

The Chair recognizes Delegate Raley.

Delegate Raley, do you desire to offer
your amendment?

DELEGATE RALEY: Mr. Chairman, I
do desire to offer the amendment.

THE CHAIRMAN: Pages will distribute
amendment AX. As the amendment is dis-
tributed to you, will you each please add
as a sponsor the name of Delegate E. J.
Clarke.

Delegate Gallagher, have you seen a copy
of the amendment now being distributed?

DELEGATE GALLAGHER: No, sir, I
have not seen it as yet.

THE CHAIRMAN: Will you please, as
soon as you see it, advise the Chair whether
you would intend to offer your Amendment
AU at any point? This will be Amendment
No. 15. The Clerk will read the amendment.

READING CLERK: Amendment No. 15
to Committee Recommendation S&E-2, by
Delegates Raley, Hanson, Scanlan and E.
J. Clarke: On page 3, section 7, General
Elections, strike out all of lines 17 through
27, inclusive, and insert in lieu thereof the
following:

"Monday in November for the election
of members of the Congress and, when
required, for the election of President
and Vice President of the United States
or electors for those offices. The general
election of State and county officials shall
be held in such years and at such times
as the General Assembly may provide by
law."

THE CHAIRMAN : The amendment hav-
ing been seconded by Delegates Hanson,
Scanlan and E. J. Clarke, the Chair rec-

ognizes Delegate Raley to speak to the
amendment.

Delegate Raley.

DELEGATE RALEY: Mr. Chairman,
members of the Committee, I think what
this amendment does is allow some flexi-
bility. If in the future we want to change
the state or local elections, we can do it to
put them into what years the General As-
sembly may provide by law.

I think it is much better than the man-
date they have in the other amendment that
they shall be held in a certain year. I think
this has a great deal of worth in that we do
have that flexibility.

It gets away further from some of these
problems that we have been talking about
in all these amendments and word changes,
so for that reason I would hope that the
Committee will accept this amendment.

THE CHAIRMAN: Are there any ques-
tions of the sponsor of the amendment?

Delegate Cardin.

DELEGATE CARDIN: Delegate Raley,
would this permit the General Assembly to
establish six or eight-year terms for state
officials?

THE CHAIRMAN: Delegate Raley.

DELEGATE RALEY: What do you
mean six and eight-year terms?

THE CHAIRMAN: Delegate Cardin.

DELEGATE CARDIN: Could it possibly
establish the fact that the General Assem-
bly may provide by law that all represen-
tatives, delegates or senators shall have a
six-year term of office?

THE CHAIRMAN: Delegate Raley.

DELEGATE RALEY: No, I do not think
so, because those terms are set forth in
other sections of the Constitution.

THE CHAIRMAN: Delegate Cardin.

DELEGATE CARDIN: Could you please
point out the other sections of the Con-
stitution?

THE CHAIRMAN: Delegate Raley.

DELEGATE RALEY: There is in the
legislative section where it says they will
be four-year terms.

THE CHAIRMAN: Delegate Cardin.

DELEGATE CARDIN: Do you feel
there might be any conflict in the fact that
