spent on the two elections in the year,
covering salaries of the board and every-
thing else, and that they were merely
going to submit half of their cost of the
operation of their office as the cost of
the election. This is not a good basis,
because in a primary you have much
greater expense than you do in the gen-
eral election, especially when you have
legislative districts, because of the dif-
ferent ballots that have to be made up."

Later on he says again in response to
you, "I do not know how many other ones
feel the same way" — talking now about
the additional expense of the election —

"because the budget in an election year
in Montgomery County runs pretty close
to $200,000. When I say election year, I
am confusing it, because up until the
last election, there was an election every
year and last year there were two in the
same fiscal ..... The budget in a nonfiscal
year and nonelection year now in Mont-
gomery County runs, I would say, in the
neighborhood of $100,000. Just a figure
picked out of the air. I am not sure that
is what it is. An election year with two
elections in it is going to run you close
to a quarter million, I would say."

Then he says "we have almost $50,000
expended just for judges."

The points I made before and I restate
is that the figures submitted to our Com-
mittee concerned the cost of elections in
this state and each of its counties are not
reliable. I do not suggest what the cost is
but I would admit for the record I cannot
imagine it is anything like four times or
three times what they suggested but I do
think it is substantially greater than what
they suggest in this tabluation.

THE CHAIRMAN: Are there any fur-
there questions of the minority spokesman
for purposes of clarification?

Delegate Ritter.

DELEGATE RITTER: Delegate Byrnes,
I did not get to ask Delegate Schloeder, do
you have any figures as to what the election
costs for Allegany County were in the 196(5
and 1967 fiscal year? Do you have any fig-
ures? I was given some by members of
your Committee that I find are not true
figures.

DELEGATE BYRNES: The figures 1
have, Delegate Ritter, are for the cost of
the 1966 general election in Allegany
County. The figure is $18,663.

THE CHAIRMAN: Delegate Ritter.

DELEGATE RITTER: I would like to
know then — I will probably have to ask
the Board of Election Supervisors — what
they did with the $60,741 put in the budget
for the 1966-1967 fiscal year. We might
have to have an investigation.

THE CHAIRMAN: Are there any fur-
ther questions of the minority spokesman
for purposes of clarification? Very well.
Thank you, Delegate Byrnes. That con-
cludes the presentation of the Committee
with respect to section 7, and the minority
report.

Beginning tomorrow morning we will be-
gin consideration of the amendment sub-
mitted by the minority with respect to sec-
tion 7. The Chair recognizes Delegate
Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report that it has not yet concluded
consideration of Committee Recommenda-
tion S&E-2.

THE CHAIRMAN: Is there a second?
(The motion was dnlij seconded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered. The Clerk
will please ring the quorum bell.

(Whereupon a roll call vote was taken.)

(Whereupon, at 6:10 P.M. the Committee
of the Whole rose, and the Convention
reconvened.)

that the Committee has had under consid-

still has it under consideration, and desires
leave to sit again.
