On behalf of the Committee of the Whole,
the Chair reports that it has had under
consideration Committee Recommendation
S&E-2, that it still has it under considera-
tion, and desires leave to sit again.

Are there any announcements by Com-
mittee Chairmen?

(There was no response.)

Are there any announcements by anyone
else?

(There was no response.)
Delegate Fornos.

DELEGATE FORNOS: Point of per-
sonal privilege, Mr. Chairman.

THE PRESIDENT: State the privilege.

DELEGATE FORNOS: I would like to
recognize in the gallery the presence of
Mr. Sam Patlistus and his family, six
young people whom we welcome to our
deliberations.

THE PRESIDENT: Are there any other
announcements?

All delegates present now, not present
earlier this evening, may indicate their
presence on supplemental roll call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we adjourn until 10:00 o'clock
tomorrow morning.

THE PRESIDENT: All in favor signify
by saying Aye; contrary, No. The Ayes
have it. It is so ordered.

THE PRESIDENT: The Convention will
please come to order.

The invocation this morning: will be
offered by the Reverend Richard C. Hughes
of Pitts Creek Presbyterian Church, Poco-
moke City, Worcester County. Reverend
Hughes is the minister of Delegate Godfrey
Child. Reverend Hughes.

REVEREND HUGHES: Oh, God, Thy
sea is so great, and our boat is so small.
How grateful we are that we may come to
Thee in prayer. Make these delegates
deeply conscious of Thy nearness, so that
in the solving of thorny and perplexing
questions they may know that Thy wisdom
is available to them.

Oh, Lord, whenever we are wrong, make
us willing to change, and -where we are
right, make us easy to live with, for we
pray in Thy matchless name. Amen.

THE PRESIDENT: Roll call.
(Whereupon, a roll call was taken.)

THE PRESIDENT: Has every delegate
answered roll call?

(There was -no response.)
The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session. The Chair recognizes
Delegate Powers, Chairman of the Com-
mittee on Calendar and Agenda.

DELEGATE POWERS: Mr. President,
I move today's calendar and agenda be
adopted.

(The motion was duly seconded.)

THE PRESIDENT: All those in favor,
sigTiify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

The calendar is adopted.

Are there reports of other standing com-
mittees?

Memorandum in support of or in connec-
tion with Committee Recommendation LB-
1.

The Clerk will read the memorandum.

READING CLERK: Memorandum re
Committee Recommendation LB-1, Desir-
ability of Granting Flexibility to the Re-
districting Commission.

THE PRESIDENT: The memorandum
will be received and distributed.

There was distributed yesterday, I under-
stand, a printed booklet containing stand-
ing rules of the Convention as heretofore
adopted and amended. Later today there
Will be presented an order approving the
rules as printed in the form that you have.
I desire to call your attention, however, to
two things. First there is an index in the
back of the rule book and secondly the
rules have been renumbered so as to be in
