DELEGATE JAMES: I would be willing
to accept this amendment. I think it would
be an improvement over the present pro-
posal, and I have a feeling that the Con-
vention is not willing to take the initial
proposal.
THE CHAIRMAN: What is the amend-
ment you desire to make?
DELEGATE JAMES: Delegate Chabot
is the one asking me if I am willing to
accept it, and I am.
THE CHAIRMAN: I assume so.
Delegate Chabot, what is the amend-
ment you suggest?
DELEGATE CHABOT: It would strike
out the words, "three months" in line 12
and insert in lieu thereof "thirty days".
THE CHAIRMAN: That is an entirely
new amendment. It does not change the
existing amendment, if the Chair under-
stands you.
DELEGATE JAMES: It might be
simpler if we vote on the amendment as
presented. If Delegate Chabot wishes to
offer an alternative, he can do so.
THE CHAIRMAN: Very well.
Delegate James.
DELEGATE JAMES: I think it will be
better to stand on the original amendment
except that if Delegate Chabot desires to
offer an amendment along the lines he sug-
gests, it would be a better method of pro-
cedure.
THE CHAIRMAN: Very well.

The question arises on adoption of
Amendment No. 5.
A vote Aye is a vote in favor of the
amendment.
A vote No is a vote against.

There being 53 votes in the affirmative
and 60 in the negative, the motion is lost.
The amendment is rejected.

DELEGATE CHABOT: If I may, Mr.
Chairman, unfortunately this came up just
now, but I would like to offer an amend-
ment which would strike out on line 12 the
words "three months" and insert in lieu
thereof "thirty days".
THE CHAIRMAN: Delegate Chabot, is
there any particular reason you desire to
offer the amendment this evening?
DELEGATE CHABOT: No.
THE CHAIRMAN: Very well.

I move the Committee of the Whole rise
and report that it has not yet concluded
consideration of Committee Recommenda-
tion S&E-2 and wishes to sit again.
THE CHAIRMAN: For what purpose

DELEGATE CARSON: Point of in-
quiry, Mr. Chairman.
THE CHAIRMAN: State the inquiry.
DELEGATE CARSON: Would a motion
to reconsider Amendment No. 5 tomorrow
morning be in order?
THE CHAIRMAN: It would.
DELEGATE CARSON: Thank you.
THE CHAIRMAN: All in favor of the
motion to rise signify by saying Aye; con-
trary, No. The Ayes have it. It is so
ordered.
