A PROPOSAL that a unicameral legis-
lature shall be established with a minimum
of sixty and a maximum of ninety members;
that the length of its annual sessions and
the compensation of its members shall be
legislatively determined; and that it shall
be reapportioned and redistricted after each
decennial census by a commission of fifteen
members appointed by the governor, with
the number of people per delegate in each
district varying not more than five per cent
from the average.
