THE PRESIDENT: Delegate Proposal
No. 193 is referred to the Committee on
Personal Rights and the Preamble.
That concludes the production and read-
ing of the proposals. The next item on the
calendar is motions and resolutions. There
are, I believe, two resolutions and I under-
stand they have both been distributed. You
should have on your desk Resolution No. 5,
by Delegate Malkus, and Resolution No. 6,
by Delegate Sickles.
The Clerk will read Resolution No. 5.

A RESOLUTION concerning the pic-
torial presentation, "A Mighty Oak."
THE PRESIDENT: The Chair recog-
nizes Delegate Scanlan.
DELEGATE SCANLAN: I move the
further reading of the proposed resolution
be dispensed with and the resolution be con-
sidered as having been read
(The motion was duly seconded.)
THE PRESIDENT: The motion is that
we dispense with further reading of the
proposed resolution.
All those in favor, signify by saying Aye;
contrary, No. It is so ordered. Resolution
No. 6. The Clerk will read the resolution.

A RESOLUTION concerning the ratifica-
tion and effective dates of the proposed Con-
stitution.
THE PRESIDENT: The Chair recog-
nizes Delegate Scanlan.
DELEGATE SCANLAN: I move that a
further reading of the resolution be dis-
pensed with and the resolution be consid-
ered as having been read.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: The motion is that
so much as has been read be considered
the reading of the resolution. All those in
favor, signify by saying Aye; contrary, No.
It is so ordered.
The Clerk calls attention to an oversight
on my part. Resolution No. 5 is referred
to the Committee on Rules, Credentials and
Convention Budget. Resolution No. 6 is re-
ferred to the Committee on Rules, Creden-
tials and Convention Budget.
Are there any other motions or resolu-
tions?
I have only one very brief announce-
ment. As I think most of you know, ar-
rangements for the various ministers
throughout the State who have been kind
enough to come and offer the invocation at
the beginning of each of our sessions have
been made by the Convention's First Vice-
President, Delegate Clark. He has a fairly
complete list of those who have been in-
vited to perform this function for us for
some weeks in advance. Some of the dele-
gates have asked me whether they may sug-
gest names of their own ministers or others
known to them. Any such suggestions
should be submitted to Delegate Clark.
Are there any announcements by com-
mittee chairmen?
Delegate Scanlan?
DELEGATE SCANLAN: As I have al-
ready indicated, there will be a meeting of
the Rules Committee immediately following
adjournment of the session to take up Dele-
gate Malkus' proposed Resolution No. 3,
and to consider also our Fourth Report, in
the light of the proposed resolution by Sen-
ator Clark.
THE PRESIDENT: Delegate Koss?
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
convene immediately following this session,
and will meet again at 10:00 A.M. tomorrow
morning, both of these meetings in our
committee room at Shaw House. Thank you.
THE PRESIDENT: Are there any
further announcements by committee chair-
men. Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch wishes
to remind the delegates that tomorrow is
Register of Wills day before our committee.
The committee will pull out its rules of
limited jurisdiction and consider only the
matter of the Register of Wills. This meet-
ing will not be held in our usual hearing
room but in the Baltimore City delegation
room of the Shaw House and we welcome
all visitors. Thank you.

DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
