1446 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 30]

no official name, except, of course, the elec-
tive comptroller and the elective attorney
general and the elective lieutenant gover-
nor, and we thought the man to serve on
the Board of Public Works with the gover-
nor, apart from the comptroller, ought to
be at the complete discretion of the gover-
nor. One governor may want the head of
one department, and another governor may
want the head of another department.

Now, Governor Agnew recommended be-
fore our Committee that the head of the
department of budget and procurement be
on the Board of Public Works, or the board
of review. Another governor may want the
head of the fiscal affairs department of the
government on the board of review.

I think this really should be left to the
discretion of the governor.

THE CHAIRMAN: Are you ready for
the question?

(Call for the question. )

The question arises on the amendment of
Recommendation No. 1 of Committee Re-
port EB-1. As amended, Recommendation
No. 1 would read: "The Committee recom-
mends that a board of review be provided
for in the Constitution. "

A vote Aye is a vote in favor of the
amendment. A vote No is a vote against.
Cast your vote.

Has every delegate voted? Does any dele-
gate desire to change his vote?

There being 97 votes in the affirmative,
and one in the negative, the motion carries.
The amendment is adopted.

of the recommendation as amended.

Last evening we had concluded with the
adoption of Amendment No. 10. This has
been reprinted in accordance with the re-
quest last evening and is on your desk.

I believe we had concluded consideration
of section 4. 17, but had to go back to con-
sider an amendment to section 4. 03.

DELEGATE CHILD: The amendment
to section 4. 03 is Mr. Chabot's amendment.
At the present time, he is not here. I have
every reason to believe he will be here in
a few minutes. If we could go to something
else —

THE CHAIRMAN: We will pass to
something else.

4. 18?

DELEGATE MORGAN: Mr. Chairman,
we have a Minority Report on 4. 18. Dele-
gate Boyce will present it.

THE CHAIRMAN: The Chair recog-
nizes Delegate Boyce to present the Mi-
nority Report EB-1.

Delegate Stern.

DELEGATE STERN: I have an amend-
ment that I discussed yesterday.

THE CHAIRMAN: What section?

DELEGATE STERN: It tells what we
did yesterday and it is marked, AU. I won-
der if we could get to that?

THE CHAIRMAN: You did not present
anything yesterday; what section?

DELEGATE STERN: It deals with the
comptroller and, I guess, it would be all
the items which are blank. There is no sec-
tion number.
