1444 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 30]

The Convention will please come to order.

The invocation this morning will be of-
fered by the Reverend W. L. Clayton of
Macedonia Baptist Church, Baltimore City.

Reverend Clayton.

REVEREND CLAYTON: May we bow
our heads.

Almighty and Alwise God, Father of all
mankind, we come today as empty pitchers
to full fountain. We confess our need for
Thy love, Thy grace and Thy tender care.

With grateful hearts we offer our sin-
cere thanks, for the preservation of life,
for the peace of mind, and for the renew-
ing of our strength.

We pray for these faithful servants of
humanity, who have labored these many
months in the long hours of the night. May
their labors be not in vain.

May, O God, Thy wisdom and power
prevail in bringing through this assembly
a new climate for truth, justice and right-
eousness.

And, while we give thanks for a land of
prosperity, we pray for the return of peace
to this world.

"Guide us, O Thou Great Jehovah, pil-
grims through this warring world. We are
weak but Thou art mighty. Hold us by Thy
powerful hand. "

In the name of our Lord and Savior, and
with the forgiveness of every sin, we beg
these divine blessings.

Amen.
THE PRESIDENT: Roll call.
(Whereupon, the roll was called. )

THE PRESIDENT: Has every Delegate
answered roll call?

(There was no response. )
The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session.

I am filing with the Journal Clerk a
memorandum of excused absences for the
period November 15 to November 28, 1967.
All absences not on the list are not ex-
cused.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
we ask that today's calendar and agenda
be amended to provide for the resumption

of consideration of Committee Recommen-
dation EB-1, and also, to provide for con-
sideration of Committee Report EB-1, as
to the first item which was made a Special
Order, and with those amendments, I move
that the calendar and agenda be adopted.

THE PRESIDENT: Is there a second?
(The motion was seconded. )

THE PRESIDENT: Is there any discus-
sion?

All those in favor, signify by saying Aye;
contrary, No.

The Ayes have it. It is so ordered. The
calendar is adopted.

Are there any reports of committees?
(There was no response. )

THE PRESIDENT: Any motions or
resolutions?

(There was no response. )

THE PRESIDENT: The Chair recog-
nizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of considering the orders of the day.

THE PRESIDENT: Second?

(Whereupon, the motion was duly sec-
onded. )

THE PRESIDENT: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 10: 12 A. M., the Conven-
tion resolved itself into the Committee of
the Whole. )

(The mace was removed by the Sergeant-
at-Arms. )
