There being a quorum present, the Con-
vention is in session.
There are no reports of committees but
there is filed a memorandum to accompany
Delegate Proposal 437, by Delegate Finch.
Are there any other motions or reso-
lutions?

The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. President,
with respect to Debate Schedule No. 6
which is applicable to the matter now pend-
ing before the Committee of the Whole, I
would like to move that this be amended
by the rule we have that presentation by
sponsors of amendments be limited to ten
minutes including time to answer the ques-
tions and also in the same motion I move
the adoption of Debate Schedule No. 7
which will be applicable to Committee Rec-
ommendation LB-2 which will be reached
after the conclusion of the consideration
of Committee Recommendation EB-1. With

those two motions I also move that the
Convention resolve itself into a Committee
of the Whole for the purpose of considering
the orders of the day.
THE PRESIDENT: It has been regu-
larly moved and seconded that Debate
Schedules No. 6 and 7 be amended so as to
provide that presentation of amendments
be limited to ten minutes by the sponsor
including time in answering questions and
as so amended that the Convention resolve
itself into a Committee of the Whole.

tions for certain amendments. Someone had
an amendment to section 4. 03 which was
not printed earlier. I do not know who that
was. Mr. Clerk, do you know who that
was?

believe it was.
THE CHAIRMAN: Delegate Chabot, is
