DELEGATE GALLAGHER: As long as
it is not the kiss of death, I welcome it.

THE CHAIRMAN: Delegate Gallagher,
just so the record will be abundantly clear,
I take it that the next to the last answer
to Delegate Sickles that you gave meant
that the question as to when vetoed bills
would be considered would be determined
by the rules of the respective houses of the
General Assembly?

DELEGATE GALLAGHER: Yes, sir.
That would be my understanding.

THE CHAIRMAN: Delegate Morgan, do
you have any further comment?

DELEGATE MORGAN: No, Mr. Presi-
dent.

THE CHAIRMAN: Any further dis-
cussion?

The question arises on the adoption of
Amendment No. 3 to section 4. 17. A vote
Aye is a vote in favor of the amendment;
a vote No is a vote against.

The Clerk will ring the quorum bell.

The vote is on Amendment No. 3. A vote
Aye is a vote in favor of the amendment,
a vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

The Clerk will record the vote.

There being 100 votes in the affirmative
and 21 in the negative, the motion is car-
ried. The amendment is adopted.

For what purpose does Delegate Storm
rise?

DELEGATE STORM: I just want to
make sure that the Committee on Style and
Drafting goes over this carefully because I
am sure it could be improved in its wording.

THE CHAIRMAN: I am sure they will
do that with all sections.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report that it has not concluded con-
sideration of Committee Recommendation
EB-1.

THE CHAIRMAN: Is there a second?
(The motion was seconded. )

THE CHAIRMAN: All in favor signify
by saying Aye; contrary, No. The Ayes
have it. It is so ordered.

(Whereupon, at 6: 00 P. M., the Committee
of the Whole rose, and the Convention re-
convened. )

(The mace was replaced by the Sergeant-
at-Arms. )

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole,
the Chair reports that the Committee of
the Whole has had under consideration
Committee Recommendation EB-1, that it
still has it under consideration, and desires
to sit again.

Are there any announcements by com-
mittee chairmen?

(There was no response. )

Are there any announcements by other
delegates?

(There was no response. )
The Chair recognizes Delegate Powers.

DELEGATE POWERS: Do we want to
record any members who were not present
at roll call?

THE PRESIDENT: Any delegates pres-
ent now not present at roll call early this
afternoon who desire to signify their pres-
ence may do so on supplemental roll call.
