1404 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 29]

who submits the name to the General As-
sembly for another lieutenant governor to
succeed him?

DELEGATE J. CLARK (presiding):
Delegate Morgan.

DELEGATE MORGAN: After the lieu-
tenant governor becomes governor, he then
submits another name to the General As-
sembly of a person to become lieutenant
governor.

DELEGATE J. CLARK (presiding):

amendment?

DELEGATE HUTCHINSON: Mr.
Chairman, this entire row, just this min-
ute got the amendment and I would like a
minute or so to read it.

DELEGATE J. CLARK (presiding):
Would you like me to read it to you?

DELEGATE HUTCHINSON: Please.

DELEGATE J. CLARK (presiding):
In line 41, strike out the word "or", put a
comma, "governor-elect, " then insert the
word "lieutenant governor-elect".

Any further questions? Are you ready
for the question? A vote Aye is in favor of
the amendment; a vote No is against it.

DELEGATE RITTER: Mr. Chairman.

DELEGATE J. CLARK (presiding):
Delegate Ritter.

DELEGATE RITTER: Are we voting
on both parts of the amendment together
or will it be separate?

DELEGATE J. CLARK (presiding):
It could be divided, but I do not see any
reason for it.

Delegate Morgan.

DELEGATE MORGAN: Mr. Chairman,
it is all one amendment and these various
changes are necessary to accomplish the
purpose of the one amendment.

DELEGATE J. CLARK (presiding):

amendment; a vote No is a vote against.

THE CHAIRMAN: Delegate Borom.

DELEGATE BOROM: Mr. Chairman,
I would like to suggest to the Chairman of
the Committee on the Executive Branch
that section 4. 08 ought to be entitled "Re-
moval of Governor and Lieutenant Governor
from office. " This is a housekeeping chore,
I think since we have expanded the sense
of that section.

THE CHAIRMAN: Delegate Morgan.

DELEGATE MORGAN: Mr. Chairman,
I ask unanimous consent that that change
be made.

THE CHAIRMAN: State the change,
please.

DELEGATE MORGAN: In line 34,
after the word "governor" —

THE CHAIRMAN: On what page?

DELEGATE MORGAN: Page 3, line 34,
after the word "governor", insert "and
Lieutenant-Governor".

THE CHAIRMAN: Is there any objec-
tion to the amendment in the recommenda-
tion that in line 34, page 3, after the word
"governor" the words "and lieutenant gov-
ernor" be inserted?

There being no objection, the change
will be made.
