tion will meet Monday immediately after
the session. Beginning Tuesday of next
week, hearings will be held, at which state
officials will be present, Tuesday, Wednes-
day and Thursday, on various aspects of
state finance. These hearings are being
posted, and you will be kept advised
through that means of the witnesses and
their subjects.
THE PRESIDENT: Are there any fur-
ther announcements of committee chair-
men? Delegate Boyer?
DELEGATE BOYER: Mr. President,
the Committee on General Provisions has
blocked out a very tight schedule for the
many people interested in education that
will be heard for the coming week. I would
like to call the attention of those who may
come in possession of this schedule that is
being produced and distributed that we will
have no meetings, as the schedule indicates
here. on Monday morning; but our first
meeting will be on Monday afternoon at
3:00 P.M. sharp. After the Convention in
the afternoon, we will have our meetings
later on in the evening. Thank you.
THE PRESIDENT: Are there further
announcements from committee chairmen?
One other announcement that I want to
make. I have been handed a note, and un-
fortunately it will not be possible to dis-
tribute this afternoon the fifth report of
the Committee on Rules. It will be distrib-
uted as soon as possible Monday morning.
The Chair recognizes Delegate Rybczyn-
ski for the purposes of making an an-
nouncement.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, it has been suggested here that I
might make an announcement as a follow-
up of one the other day. Since I have not
seen my wife in the last few days, there
will be no such announcement.
Now, Mr. President, on an entirely dif-
ferent subject, as we all know, meetings
are going on, witnesses are being heard,
and very frankly, I am slowly getting the
feeling that, except in the one substantive
committee, of which I am a member, I am
now in a vacuum, and I will be voting in a
vacuum one day, except as to committee
reports. Meetings are being held simul-
taneously, where witnesses are being heard,
so that there is no opportunity, and right-
fully so, I suppose, there is no opportunity
to hear persons whom I would very much
like to hear. Consequently, the thought oc-
curs to me that this would be the appro-
priate time to ask my fellow Baltimore
City delegates to consider meeting as a
delegation once a day or once every other
day so that we can accomplish two things:
first, to give our City officials who are
spending a lot of money on experts, an
opportunity to keep in touch with us as a
unit, and to do so easily and to consider
matters which are important to the Balti-
more City proposition; and second, to-give
the members of the delegation an oppor-
tunity to exchange views and to exchange
information as to what is going on in each
other's committees. We have former judges,
we have a very prominent attorney from
Charles Street, we have a lot of prominent
people here from Baltimore City, and in
fact we have a former president of the
Baltimore City delegation in the House of
Delegates, so that between them, certainly
we can get a first class leader to help us
along in acquiring information. Very
frankly, I have found the Sunpapers very
disappointing so far. All that I have heard
about mostly is a pretty good fight entitled,
Eney versus Malkus. Other than that, I
am having a hard time keeping up, Mr.
President. It seems as though we are still
out of bounds here. We are moving along
very slowly. We will get the information
at some point, but we have to remember
that unless we make provision for it, we
will not be hearing these other witnesses
who are not designated to appear before
our individual committees. For that reason,
I strongly suggest that we make some show
now so that we can do this promptly. Ac-
cording to the schedule outlined by the
President, we have only two more weeks to
hear witnesses.
This is not a very long length of time;
so if it is at all possible, if we could have
some people there from the Baltimore City
delegation, we could do it today.
THE PRESIDENT: Let me make this
suggestion, Delegate Rybczynski. I think
the only room available to the Convention
that is sufficiently large to accommodate
all the delegates from Baltimore City is
the room which the Convention calls its
number one hearing room, and which the
legislature calls the Baltimore City delega-
tion room. I would suggest, therefore, that
all delegates from Baltimore City who are
so inclined immediately after adjournment
today, meet with you in the hearing room
in the basement of the Shaw House. It is
not in use this afternoon. May I further
suggest that if you desire to use that room
for such meetings, you speak to the Secre-
tary of the Convention because it will be
used fairly often from now on as a hearing
room.
