Are there any announcements by com-
mittee chairmen? Delegate Koss?
DELEGATE KOSS: Mr. President, I
have the honor to announce that this morn-
ing the Committee on Suffrage and Elec-
tions by acclamation elected as its vice-
president Nicholas M. Schloeder. I would
also like to announce the next meeting of
the full committee will be at 1:00 P.M. on
Monday. Thank you.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
Delegate Penniman?
DELEGATE PENNIMAN: Mr. Presi-
dent, I would like to announce the next
meeting of the Committee on Style, which
will be Monday afternoon at 3:00 P.M.
THE PRESIDENT: Any further an-
nouncements by committee chairmen? Dele-
gate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on Executive Branch will
meet right after the general session on
Monday to continue its consideration of the
formal and, quote, non-controversial mat-
ters, unquote.
THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: The Committee
on Personal Rights and Preamble will
meet Monday at 2:0'0 P.M. The original
program has been changed, and Delegate
Chabot will talk or appear before the Com-
mittee to talk on his comprehensive plan
for a Bill of Rights, which is Proposal No.
18. If anybody else would like to come, they
are welcome.
THE PRESIDENT: Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will re-
sume its meeting following this session,
hearing the subject of the elections of
judges. We would welcome any delegates
who might want to attend. We resume hear-
ings Monday at a meeting scheduled at 3:00
P.M. with three witnesses scheduled for
that day. May I also now announce for the
benefit of the delegates who will hurry
home for this weekend that Wednesday,
September 27, 10:00 A.M., has been sched-
uled as Register of Wills Day before our
committee at a meeting to be held in the
Baltimore City Delegation Room in the
Shaw House. Likewise, Monday, October 2,
at 1:00 P.M., will be Clerk of the Court Day
before the Committee on the Judicial
Branch, and that meeting will be held in
the assembly room of the State Office
Building. Thank you.
THE PRESIDENT: Any further an-
nouncements of committee chairmen? Dele-
gate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, the Committee
on the Legislative Branch will meet Mon-
day at 2:00 P.M. to hear testimony from
the Speaker of the House, Marvin Mandel,
who is also a liaison member from the
legislature to the committee. Also at the
2:00 P.M. session on Monday, the committee
will elect its vice-chairman.
THE PRESIDENT: Delegate Powers?
DELEGATE POWERS: Mr. President,
the Committee on Calendar and Agenda is
pleased to announce the election of Dele-
gate Borom as its Vice-Chairman.
THE PRESIDENT: Are there any fur-
ther announcements? Delegate Moser?
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
continue its hearings on the interrelations
among municipalities, states and other mu-
nicipal governments on Monday morning at
10:15 A.M., when we will hear from a
number of mayors and city attorneys. At
2:30 P.M. on Monday, we are having Dele-
gate Raley appear before us, and at 3:00
P.M., Senator Harry Hughes.
I would also like to announce at this
time that on Wednesday, September 27,
this committee will have representatives of
Baltimore City appearing before it.
THE PRESIDENT: Are there any fur-
ther announcements by committee chair-
men? Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
I again advise the delegates that following
the plenary session of the Convention on
Tuesday, we shall take up Senator Mal-
kus's resolution with respect to budget and
public information matters. Other delegates
are invited. Hopefully, if it is available, it
will be held in the Baltimore delegation
hearing room in the Shaw House.
I would like to announce we have not
selected a vice-chairman. We began the
nominating procedure today. My committee
is composed in good measure of lawyers,
and I might say we have not yet finished
seconding speeches. We hope to complete
that process on Tuesday.

DELEGATE SHERBOW: Mr. President,
