1214 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 27]

DELEGATE POWERS: I move that we
adjourn until Monday, November 27, at
2:00 P.M.

(The motion was seconded.)

THE PRESIDENT: Before you adjourn,
any delegates who were not present at roll
call this afternoon indicate your presence
for roll call now.

All those in favor signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered.

(Whereupon at 5:45 P.M., the Convention
was adjourned to reconvene at 2:00 P.M. on
Monday, November 27, 1967.)

PLENARY SESSION
NOVEMBER 27, 1967—2:00 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The invocation today will be offered by
the Reverend Alphonse Rose, of St. Mar-
garet's Catholic Church, in Bel Air, Har-
ford County. Reverend Rose is a cousin of
Delegate Vecera.

Reverend Rose.

REVEREND ROSE: Ladies and gentle-
men, I would like to begin first by reading
a few sentences from the Scripture. This is
from Paul to the Athenians.

Live life, then, with a due sense of re-
sponsibility, not as those who do not know
the meaning and the purpose of life, but
as those who do. Make the best of your
time, despite all the difficulties of these
days. Do not be vague, but firmly grasp
what you know to be the will of the Lord.

Let us pray.

Oh God, your word remind us of the great
personal responsibility which devolves upon
us here in this chamber. To be a repre-
sentative of the people is not easy. One is
expected to satisfy so many. Yet one thing
is necessary — that we satisfy You. This
will be the one question that we shall all
have to answer when our careers finally
come to an end. Give us prudence and in-
sight to fulfill our duties as representatives
of the people with a good conscience. Let

us be honorable in all our dealings, pur-
suant of the common good in all our de-
liberations, motivated by principle in all
our actions. Let us seek Your help more
often in prayer. Send Your Holy Spirit to
guide us, particularly in those dark hours
when the right course is not so clear.

Help us to understand that free speech
is Your gift, and we have no right to be
quiet through pride, cowardice, negligence
or prejudice, but when the occasion de-
mands, we must weigh our words in the
sight of the Lord.

The lives and happiness of many depend
on good representatives. There is so much
to do for good. Let me not compromise but
be motivated by the love You have shown
for me. Amen.

THE PRESIDENT: Thank you.

THE PRESIDENT: The Clerk will re-
cord the roll call.

There being a quorum present, the Con-
vention is in session.

The Chair desires to announce that the
entire membership of the Committee on the
Executive Branch, with the exception of
Delegate Powers, who is in the Chamber, is
meeting, or continuing a meeting begun
quite some time ago in its committee room
in this building.

The President has given his permission
to that committee to continue its meeting
during this session, in an effort to resolve
some very pressing problems.

The Chair will give to the journal clerk
the list of the members of the committee
who are present at the meeting at this min-
ute and ask that they be recorded as pres-
ent.

tees?

DELEGATE KIEFER: Mr. President,
I rise to a point of personal privilege.

I would like to introduce the 128 stu-
dents from Woodlawn Senior High School
who are with us in the balcony, and their
three teachers, Garland Brown, Holmes
Clay and Harry Graybill. They have been
here, they have seen and observed some of
the things that are going on and I under-
stand will observe this session for the next
hour or so.
