The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.

DELEGATE POWERS: I move that the
Committee of the Whole rise, report to the
Convention as to its action with respect to
Committee Recommendation JB-1 as
amended, and further report that it has
not concluded its consideration of Commit-
tee Recommendation GP-4.

THE CHAIRMAN: It has been seconded.

All in favor signify by saying Aye, con-
trary No.

The Ayes have it. It is so ordered.

(Whereupon, at 5:40 P.M., the Committee
of the Whole rose, and the Convention
reconvened.)

(The mace was replaced by the Sergeant-
at-Arms.)

PLENARY SESSION
NOVEMBER 22, 1967—5:40 P.M.

PRESIDING

THE PRESIDENT: The Convention will
now come to order.

Will the Clerk please ring the quorum
bell?

On behalf of the Committee of the
Whole, the Chair reports the Committee of
the Whole has concluded its consideration
of Committee Recommendation JB-1, that
it reports Committee Recommendation JB-1
as approved with amendments. The Com-
mittee reports JB-1 is referred to the Com-
mittee on Style, Drafting and Arrange-
ment.

The Chair further reports on behalf of
the Committee of the Whole that it has
under consideration Committee Recommen-
dation GP-4; that it still has it under con-
sideration and it desires leave to sit for
further consideration.

The Chair has a few announcements to
make. Since this morning I have been able
to talk by telephone to Delegate Cleveland,
and I am sorry to report to you that he is
in considerable pain with trouble in his
back irritated by persistent cough, but I am
happy to say that aside from the pain, the
situation is apparently not serious.

He hopes and the doctors hope as soon
as the cough subsides and the inflammation

in the back subsides, he will be able to re-
turn and he hopes this will be early next
week.

I also wish to announce to the Conven-
tion that the Chair is much more tolerant
of the Convention employees than it is of
the Convention delegates, and it has
granted then a holiday tomorrow and Fri-
day without having assigned any home-
work.

The Chair also wants to announce that
this is the last day for seven of the pages,
I mean the last day of their second tour of
duty. I understand they are sad because
they will not be able to return, but I would
like the Convention to indicate its happi-
ness and its gratitude to them for two, two-
week periods of exceptionally fine service.

(Applause.)

One personal note on behalf of the Chair :
my sincere thanks for a very, very hard-
working Convention, and my best wishes
to you for a very happy few days' holiday.

Are there any announcements by Com-
mittee Chairmen?

Delegate Mudd?

DELEGATE MUDD: I hate, Mr. Presi-
dent, to interrupt the spirit of your re-
marks to announce to my committee that
we must necessarily meet at 12:00 noon or
Monday. Your homework is to consider
transitory provisions.

THE PRESIDENT: Delegate Morgan.

DELEGATE MORGAN: Mr. Presiden'
the Committee on the Executive Branch
will meet at 12:00 noon on Monday to con
sider some proposed amendments to the ex
ecutive committee article.

THE PRESIDENT: Delegate Dulany.

DELEGATE DULANY: The Committee
on Public Information will meet promptly
at 11:30 A.M. Monday.

THE PRESIDENT: Delegate Penniman.

DELEGATE PENNIMAN: The Com-
mittee on Style will meet at 12:00 noon on
Monday.

THE PRESIDENT: Any other an-
nouncements by committee chairmen?

Any other announcements by other dele-
gates?

If not, the Chair recognizes Delegate
Powers, Chairman of the Committee on
