There being a quorum present, the Con-
vention is in session.

There are still a number of amendments
to be considered to the judiciary article
and while the Chair sincerely hopes that
debate will be very limited, it will take a
little time to consider these amendments,
including the presentation by the commit-
tee chairman and the minority spokesman.

This would mean that we would be into
the afternoon when we reach the next item
on the agenda, consideration of the very
important report of the Committee on the
Executive Branch.

It is perfectly obvious that that report
cannot be disposed of in the time that
would be remaining this afternoon.

It is deemed to be in the best interest of
the Convention that if we possibly can, we
consider and dispose of that report at one
sitting. Therefore, the Chair will not be
disposed to call that report for considera-
tion this afternoon, but I hasten to add,
lest you entertain thoughts of early ad-
journment, that we have arranged to dis-
pose of another matter that we think we
can disopse of very quickly and I, there-
fore, ask the chairman of the Committee
on Calendar and Agenda to submit for
your consideration a minor amendment of
the calendar. I think I should add that un-
less debate is unduly prolonged, I would
not anticipate that we would be sitting as
late as we customarily do. I think it would
be possible to adjourn a little earlier than
usual but just how early is up to you. The
Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that today's calendar and agenda
be amendment so as to insert under gen-
eral orders of the day, after Item A, con-
sideration of Committee Recommendation
JB-1, the Judiciary Article, that we insert,
that immediately thereafter a new item,
consideration of Committee Recommenda-
tion GP-4, consumer protection.

THE PRESIDENT: Is there a second?
(The motion was duly seconded.)

THE PRESIDENT: All in favor, signify
by saying Aye, contrary, No. The Ayes
have it. It is so ordered.

Committee recommendation LB-2. The
Clerk will read the memorandum.

READING CLERK: Committee Memo-
randum LB-2 by the Committee on the
Legislative Branch, Francis X. Gallagher,
Chairman. A memorandum in support of

Committee Recommendation LB-2 that por-
tions of Article III of the new Constitution
dealing with the Legislative Branch pro-
vide for substantially equal legislative dis-
tricts, create an independent commission to
recommend redistricting plans to the Gen-
eral Assembly, provide for the filling of
vacancies in the General Assembly, and
establish legislative procedure, to read as
follows :

THE PRESIDENT: The memorandum
will be received and distributed.

The Chair wishes to comment that spe-
cial efforts have been made to have this
memorandum completed, printed and in
your hands so that you can consider it be-
fore the Committee Recommendation is
reached on the agenda.

This will be next week and inasmuch as
it has been indicated that we will be hav-
ing night sessions next week, the Chair
suggests that the ideal time for you to
study this memorandum is this weekend.

DELEGATE DORSE Y: Mr. President.
THE PRESIDENT: Delegate Dorsey.

DELEGATE DORSEY: A personal
privilege. I see my wife sitting in the gal-
lery with our little dog Ginger, and I would
like to call to the Convention's attention
that this is Ginger's fifth birthday.

(Applause.)

THE PRESIDENT: Delegate E. J.
Clarke.

DELEGATE E. CLARKE: In order that
we may celebrate all birthdays together, I
would like to call to the attention of the
Convention that this is the birthday of my
seat mate, Delegate Hal Clagett, who is
much younger than I.

(Applause.)
THE PRESIDENT: Delegate Clagett.

DELEGATE CLAGETT: Mr. Chairman,
I feel as if I have really gone to the dogs.

THE PRESIDENT: Any other an-
nouncements? Any motions or resolutions?

(There was no response.)

THE PRESIDENT: The Chair recog-
nizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
the Committee of the Whole to resume con-
sideration of the general orders of the day.
