1180 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 22]

(Whereupon, at 1:00 P.M., the Committee
of the Whole rose, and the Convention re-
convened.)

(The mace was replaced by the Sergeant-
at- Arms.)

PLENARY SESSION
NOVEMBER 22, 1967—1 :00 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: On behalf of the
Committee of the Whole the Chair reports
it has under consideration JB-1 and re-
quests leave for further consideration.

Any delegates who are present now who
were not present this morning, please indi-
cate your presence. The Clerk will record
the supplemental roll call.

Delegate Burgess.

DELEGATE BURGESS: My button
jumped off.

THE CHAIRMAN : Delegate Burgess re-
cords himself as being present.

Before recognizing Delegate Powers, the
Chair desires to inform you that as you
have noticed the absence all week of Dele-
gates E. T. Miller and Richard F. Cleve-
land, I have been endeavoring to find out
their present condition, and I am sorry to
report to you that Delegate Miller is not
at all well, and I am sure that on behalf
of all of us I conveyed to him through
Mrs. Miller our warmest regards and best
wishes.

Delegate Cleveland also is not well. He
suffered another injury to his back and I
do not know as yet exactly the extent of it.

Are there any committee chairmen who
have to make announcements before recess?
Delegate Mitchell.

DELEGATE MITCHELL: I would like
to recognize the presence in the right rear
gallery of a member of the Bar Association
of Scotland whose husband is an intern in
the Greater Baltimore Medical Center, Mrs.
Derrick Bruce. She is accompanied by
my daughter-in-law, Mrs. Kiefer Mitchell
whose husband also is an intern in the
Greater Baltimore Medical Center.

THE PRESIDENT: Glad to have them.
(Applause.)
The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move we recess until 2:30 P.M.

(The motion was seconded.)

THE PRESIDENT: The Chair recog-
nizes Delegate Bard.

DELEGATE BARD: I move that we
take one hour for lunch today only in order
that there might be a greater possibility of
completing the afternoon session earlier.

THE PRESIDENT: The motion was sec-
onded.

The question arises on the motion to
amend the motion to adjourn, that we have
an hour for lunch, rather than an hour and
a half. All in favor of the motion to amend
the motion, signify by saying Aye. Con-
trary, No.

The Noes seem to have it. The Noes have
it. All in favor of the motion to adjourn
signify by saying Aye, contrary No. The
Ayes have it. It is so ordered.

(Whereupon, at 1:05 P.M., the Conven-
tion was adjourned, to reconvene at 2:30
P.M. o?i the same day.)

DELEGATE GROH: Mr. President.

THE PRESIDENT: For what purpose
does Delegate Groh rise?

DELEGATE GROH: I rise to a point of
personal privilege.

THE PRESIDENT: Delegate Groh,
please.

DELEGATE GROH: I would like to an-
nounce that I am proud that my wife and
small son are present with us today in the
front balcony. Thank you.

(Applause.)

THE PRESIDENT: The Clerk will re-
