the desk, has been printed and is or should
be on your desk. If any delegate does not
have a copy of that resolution today, please
let us know and the pages will see that you
get one.
Are there any announcements by commit-
tee chairmen ? Delegate Weidemeyer ?
DELEGATE WEIDEMEYER: Mr. Pres-
ident. on my desk today are several memo-
randum concerning delegate proposals.
Some of them indicate the author and others
do not. I think it might be well that if every
outside organization or every delegate who
has memorandum put on our desk concern-
ing a proposal that the proposal indicate
who is submitting the memorandum.
THE PRESIDENT: Delegate Weide-
meyer, I did not understand a word you
said. You said some of them indicate, and
I lost the rest.
DELEGATE WEIDEMEYER: Some of
them indicate the sponsor of the memo-
randum material, and others do not. I think
it might be well for all of us to know
whether the information on a memorandum
is submitted by a delegate or whether it is
submitted maybe by some outside organiza-
tion.
THE PRESIDENT: I think the sugges-
tion is an excellent one. The memoranda
submitted by delegates in conjunction with
proposals which they submit are designated
as memoranda accompanying delegate pro-
posal number so and so. That will be an in-
dication that the delegate or delegates spon-
soring the proposal are the authors of the
memoranda. I think, however, to avoid any
misunderstanding, we will try to have some
definite indication of authorship on any that
emanate from the staff.
Other papers put on your desks we would
have no control over. If there is any ques-
tion as to origin or authorship of any such
paper, I think any delegate would be free
to ask on the floor.
Are there any reports from committee
chairmen? Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet immediately after this
meeting for a very short meeting. We also
wish to announce the election of Delegate
Bruce K. Price as Vice-Chairman of the
Committee.
THE PRESIDENT: Are there any
further announcements? Delegate Hender-
son?
DELEGATE HENDERSON: In the ab-
sence of the Chairman of the Committee on
the Judicial Article, I wish to announce that
there will be no meeting of the committee
this afternoon. It will be tomorrow at 10
o'clock. We will begin hearing a discussion
by Judge Niles and some others in connec-
tion with the proposal in regard to the selec-
tion of judges, which may be of interest to
other members.
THE PRESIDENT: Are there any
further announcements by committee chair-
men? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, there will be a
meeting of the Committee on the Legislative
Branch at 2:45 P.M. to hear Mr. Robert
Stedman of the Committee for Economic
Development. Tomorrow morning we will
hear from Mr. George Wills of the Wills
Commission.
THE PRESIDENT: Are there any
further announcements by committee chair-
men? Delegate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch will
resume its hearings this afternoon at 3:00
P.M. when we will hear from Professor
Dillon, who is Professor of Political Science
at the University of Maryland. Tomorrow
morning at 10:00 A.M. we will meet and try
to dispose of some of the non-controversial
orders in the Executive Article, such as
might be of interest to the governor.
THE PRESIDENT: Are there any
further announcements? Delegate Boyer?
DELEGATE BOYER: Mr. President, the
General Provisions Committee felt they had
a very fruitful and productive hearing at
the session this morning. We will continue
our deliberations this afternoon. We are
still in the thorny educational thicket of
public education and this afternoon we will
hear from Dr. Ramsey Thomas and Mrs.
John Norris. Tomorrow morning we will
continue our deliberations, beginning at
10:00 A.M. sharp. At that time we will hear
from Mr. Edward Stapleton, former Super-
intendent of Public Schools, Baltimore
County, and a Mr. Wooden, former Presi-
dent of the State Association of Presidents
of the Board of Education.
THE PRESIDENT: Are there any
further announcements of committee chair-
men?
DELEGATE MOSER: Mr. President, the
Committee on Local Government will have
no session this afternoon but will meet
this evening at 7:00 P.M. to hear representa-
