THE CHAIRMAN: Delegate Burgess.

DELEGATE BURGESS: With regard
to section 5.20 did the Committee make any
determination as to whether or not mem-
bers of the nominating commissions would
be compensated for their activity and if so,
what provision is contemplated?

THE CHAIRMAN: Delegate Mudd.

DELEGATE MUDD: We contemplated
that this would be a free public service.

THE CHAIRMAN: The Chair would
like to recognize the presence in the gallery
also of twenty members of the Parent Edu-
cation group of Baltimore City and thirty
students from Western High School in Bal-
timore City.

We are delighted to have you here.
(Applause.)

Is there any further discussion of
Amendment No. 38?

(There was no response.)
Are you ready for the question?
(Call for the question.)

The question arises on the adoption of
Amendment No. 38 to Committee Recom-
mendation JB-1 which would amend sec-
tion 5.20 by striking the words "nonjudi-
cial" where they appear in lines 16 and 19.
The amendment will be printed and fur-
nished to you later.

A vote Aye is a vote in favor of Amend-
ment No. 38. A vote No is a vote against.

Cast your votes.

Have all the delegates voted? Does any
delegate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 124 votes in the affirmative
and one in the negative, the motion carries.
The amendment is adopted.

Are there any further amendments to
section 5.20?

For what purpose was Delegate White
arising?

DELEGATE WHITE: I stand on a
point of personal privilege.

THE CHAIRMAN: State your privilege.

DELEGATE WHITE: I want to wel-
come Delegate Burgess to the club.

THE CHAIRMAN: Delegate Mudd.

DELEGATE MUDD: The question just
asked me by Delegate Burgess pointed out
a deficiency in our Committee Recommen-
dation. We inadvertently omitted the last
sentence of that section which says "A
member of a commission shall receive no
compensation for his service." That was
inadvertently omitted from the recommen-
dation.

THE CHAIRMAN: That goes in section
5.20.

DELEGATE MUDD: Yes. And I would
like to add unanimous consent of the Com-
mittee of the Whole, if I am not out of
order.

THE CHAIRMAN: Would you give me
the sentence again, please?

DELEGATE MUDD: Our amendment
would be to add a new sentence at the end
of line 24 as follows: "A member of a
commission shall receive no compensation
for his services."

THE CHAIRMAN: Amendment No. 39
will be added at the end of section 5.20
after the period in line 24, the sentence
"A member of a commission shall receive
no compensation for his services."

Is there any objection to considering the
amendment even though it is not printed
and it is printed and supplied to you later?

The Chair hears none. The Amendment
is offered by Delegate Mudd on behalf of
the Committee. Is there any question?

Delegate Sosnowski.

DELEGATE SOSNOWSKI: Mr. Chair-
man, would the compensation include ex-
penses also?

THE CHAIRMAN: Delegate Mudd?

DELEGATE MUDD: I would not think
so.

THE CHAIRMAN: Delegate Sosnowski.

DELEGATE SOSNOWSKI: You say

you would not or you would?

THE CHAIRMAN: He would not. I
take it his answer would mean that the
prohibition of compensation would not pro-
hibit reimbursement of expenses.

DELEGATE MUDD: That is correct.
THE CHAIRMAN: Delegate Sosnowski.

DELEGATE SOSNOWSKI: Could we
have that put into the notes?
