and Delegate Kiefer have come up with the language which
the Committee suggests. I think it embodies most of the
recommendations of the Members of the Convention.
I just want to say again that we are in the Bill
of Rights which is the very foundation —
DELEGATE CLARK: Delegate Mitchell, the Chair
would like to ask you if you are prepared to give your
report on Section 9 and we would take this up after lunch.
DELEGATE MITCHELL: No, Mr. Chairman. I would
rather give it after this has been dealt with and I think
it is only fair to Mr. Willoner that he be allowed to
give his amendment now.
DELEGATE CLARK; He will have this opportunity

DELEGATE CLARK: For what purpose does Delegate
Marion rise?
