If this were not so, what would the meaning of
the words "organize and bargain collectively" be?
It is quite apparent that organization and
collective bargaining cannot take place in a vacuum.
Three paragraphs of the minority report refer to public
employees, and their need for this provision in Maryland's
Constitution.
At this point I should like to quote from a
statement of the Maryland Classified Employees Associa-
tion. I migh add that these Maryland employees are
public employees, and I quote from this statement.
"Although the Minority Report in its presentation
leaves the reader with the impression that the Consti-
tutions of Hawaii, New Jersey, New York, and Missouri
Grant the right of collective bargaining to public as
well as private employees, the above interpretation of
those state's constitutions by their respective highest
judicial tribunals clearly state that the right of
collective bargaining is not granted to public employees.
