We had concluded consideration of Committee
recommendations section by section and are now ready for
consideration of Minority Report R&P 1-B.
The Chair recognizes Delegate Bothe to present
the minority report.
DELEGATE BOTHE: Ladies and gentlemen of the
Committee of the Whole: R&P 1-B, which I am presenting here
today is a report of a near majority of the Committee on
personal Rights and Preamble advocating that the new Consti-
tution contained a provision for the right to organize
and bargain collectively.
