DELEGATE POWERS: Mr. President, the Committee

on Calendar and Agenda has concluded that the report of the

14

Rules Committee , which is on the agenda, was supposed to

15

be on the agenda for the reason that under Rule 64 there

16

is some question of interpretation as to whether the

17

matter has been in the possession of the delegates for not

18

less than two session days. In addition to that I would

19

like to say to the delegates that heretofore our Calendar

20

and Agenda has not been much more than copying the order

21
